Vietnam is considered a potential market for the chip and semiconductor manufacturing industry. According to a report by Technavio, the Vietnamese semiconductor market is expected to increase by 1.65 billion USD in the period 2021 - 2025, with a growth rate of about 6.5%/year.
According to the Ministry of Information and Communications, the country needs 10,000 engineers each year, but the current human resources meet less than 20%.
According to Deputy Minister of Education and Training Hoang Minh Son, the main reason leading to the shortage of high-quality human resources in high-tech fields lies in the objective law in the supply-demand relationship between the education and training system and the labor market.
The Deputy Minister assessed that the semiconductor and microchip industry is an industry with great potential in the future in terms of demand for highly qualified and high-quality human resources, requiring high investment and placing demands on available human resources.
To solve this bottleneck, according to the Deputy Minister, it is necessary for higher education institutions to proactively participate, in conjunction with corporations and businesses, in order to train human resources one step ahead, thereby attracting investment, developing the labor market and creating a feedback loop to attract learners, increasing high-quality human resources to continue attracting investment.
In recent times, the Ministry of Education and Training and universities have proactively taken part in and actively implemented human resource development programs for the semiconductor industry. Since mid-2024, schools have enrolled and begun training about 18,000 students for this industry and the plan is to enroll and train more next year.
Universities, both public and private, are actively participating, many proactively investing in laboratories, equipment, and attracting experts and lecturers.
In the document sent by the Ministry to schools on December 9 on "Developing human resources for the semiconductor industry to 2030, with a vision to 2050", the Ministry of Education and Training also stated that universities must have preferential policies, including scholarships, tuition exemptions, dormitories... for semiconductor students.
Previously, the People's Council of Bac Ninh province issued Resolution No. 05/2024 regulating support for teachers, students at vocational training institutions, universities to train high-quality human resources and the semiconductor industry to serve the digital industry in the area.
Accordingly, the tuition support level for university, college and intermediate students in high-quality training programs and occupations related to the semiconductor industry at training facilities operating in the area ranges from VND 1,640,000/month/student to VND 2,940,000/month/student depending on different levels and school years.
