On July 15, Nghe An Provincial People's Committee announced that it had just sent document 6749 to the Ministry of Education and Training (MOET) to comment on the draft Circular guiding the functions, tasks, and powers of the DET and the field of education and training of the professional department under the People's Committees of communes, wards, and special zones.
According to Nghe An Provincial People's Committee, the draft Circular needs to clearly assign tasks between levels of education management, clarifying the scope of "management authority" of the People's Committee at the commune level and the Department of Education and Training. This agency also noted that the assignment of professional work must be associated with personnel work, appointment associated with assessment, responsibility for explaining the quality of education, in accordance with Circular No. 12/2025/TT-BGDDT dated June 12, 2025.
Regarding the work of recruiting, using, mobilizing, and seconding teachers, Nghe An Provincial People's Committee stated that there are many shortcomings in current practice. The locality often has a local shortage of teachers between schools, especially in remote areas. After the 2-level local government model was implemented from July 1, 2025, the transfer of teachers between communes facing difficulties due to authority has not been specifically regulated.
Nghe An Provincial People's Committee proposed that the Ministry of Education and Training consider the plan to organize a general recruitment council in the whole province to save costs and time, creating favorable conditions for recruiters. At the same time, this agency also proposed to supplement regulations on teacher regulation between educational institutions to overcome the shortage of teachers in subjects, especially foreign languages and IT in mountainous areas.
Notably, in Article 2 of the draft Circular, the Ministry of Education and Training plans to stipulate that the Department of Education and Training will conduct all recruitment, appointment, and assessment of teachers after being approved by the Provincial People's Committee. However, Nghe An proposed to adjust and assign the Department of Education and Training to preside over and proactively regularly implement some contents to avoid complicated administrative procedures.
Previously, the Provincial People's Committee issued Official Letter No. 5007/UBND-TH dated June 4, 2025, agreeing on the policy of assigning the Department of Education and Training to preside over the recruitment of education officials. This is to maintain unity, efficiency and ensure the quality of teachers' human resources in the context of changing local government models.
Nghe An Provincial People's Committee recommends that the Ministry of Education and Training study and synthesize comments to soon issue a Circular guiding, creating a unified and transparent legal basis, and completely resolving existing problems in recruiting and managing educational institutions.
