Urgently rearrange officials after merger
On August 31, information from the leaders of the Organization and Personnel Department - Nghe An Department of Education and Training (GDĐT) said that so far, the whole province has issued decisions to establish new schools after the merger.
According to the overall plan approved by the People's Committee of Nghe An province in Decision No. 3805 dated August 20, 2026, the whole province will arrange 647 preschool, primary, and secondary education institutions, thereby reducing about 48% of focal points compared to before the arrangement.
Personnel consolidation work at educational institutions after arrangement has basically been completed. Currently, only a few communes are urgently completing the process of appointing principals and vice principals, striving to complete it before the opening ceremony of the 2026-2027 school year.
According to a review by the Nghe An Education sector, after arrangement, it is expected to reduce about 1,005 management officials. About 1,100 management officials may be arranged to return to teaching.
Not only management officials, the school staff also appeared in a situation of uneven surplus and shortage between positions. About 512 accountants are forecast to be redundant, while the positions of clerk, cashier, and school equipment are short of about 504 people.
This poses a requirement not only to reduce the number by school focal points but also to rearrange human resources in accordance with job positions and actual needs.
The People's Committee of Nghe An province previously requested that the selection of management officials at schools after the merger must be based on professional capacity, management capacity and ethical qualities; the arrangement process must ensure publicity, transparency, and objectivity.
For management officials who do not continue to hold positions after arrangement but meet professional requirements, one of the options is to arrange to return to teaching, contributing to supplementing teachers for places that are still lacking.
Harmonizing teachers between surplus and shortage
In parallel with consolidating principals and vice principals, the Nghe An Education sector continues to review the number of teachers by subject, level of education and each area.
On August 25, the People's Committee of Nghe An province issued regulations on the transfer and reassignment of teachers and management officials of public educational institutions.
Accordingly, the commune-level government is responsible for reviewing the demand for teacher use, implementing or proposing the transfer, reception, and arrangement of staff to overcome the situation of local surplus and shortage. Educational institutions must review personnel according to job positions, subjects, and levels before proposing plans.
For secondary schools that are merged into high schools, the Nghe An Department of Education and Training also requests to make a list of management officials, teachers and staff to implement transfer and appointment, and at the same time hand over professional dossiers, finance, assets and facilities, to avoid disrupting teaching activities.
In the 2026-2027 school year, Nghe An students started school on August 24 and will open on September 5.
According to the Nghe An Department of Education and Training, the immediate goal is not to let the process of arranging, merging and consolidating personnel affect the organization of the opening ceremony as well as teaching activities at the beginning of the year.
