Expected to increase allowances for preschool teachers from 35% to 45 - 80%
The Ministry of Education and Training (MOET) is seeking opinions on the Draft Decree regulating preferential allowances according to occupation for civil servants and employees working in public educational institutions.
According to the draft, preferential allowances for preschool teachers are expected to increase from 35% to 45 in favorable areas, while in areas with difficult socio-economic conditions, it is 80%.
The Ministry of Education and Training acknowledges that preschool teachers work on a 6-hour/day basis, but in reality, given the nature of their profession and the requirements of young parents, preschool teachers often have to pick up and drop off their children early and drop off late (especially in the case of teachers working directly at school from 6:30 to 6:00, meaning the actual working time can be up to 9 - 10 hours). If there is only one child left at school, teachers must wait for parents to pick them up before they can return.
On the other hand, for preschool children, parents expect more attention and care from preschool teachers than parents at other levels. This directly affects the physical and mental health of teachers.
Although the job is specific and highly complex, the income of preschool teachers is currently the lowest compared to other levels of education.
With the increase in monthly allowances, teachers will have an additional income. This is of great significance, not only helping preschool teachers to be more financially guaranteed but also being a great source of motivation. From there, teachers are empowered, feel secure in their work, and contribute to the education sector.
Reducing the retirement age for preschool teachers is a humane policy

In addition to allowances, policies related to retirement benefits are also an issue that many women are looking forward to.
The draft Law on Teachers is currently being submitted to the National Assembly and is expected to be approved in this 9th session.
The draft Law stipulates that teachers in preschool education institutions, if they wish, can retire at a lower age than the retirement age of employees under normal conditions but not more than 5 years old. In case of having paid social insurance for 15 years or more, the pension percentage due to early retirement will not be reduced.
National Assembly delegate Tran Van Thuc (Thanh Hoa delegation) assessed that the regulation on reducing the retirement age for preschool teachers must be consistent with the professional characteristics of preschool teachers.
"This will help motivate high-quality human resources to work in specialized and specialized sectors and fields" - Mr. Thuc said.
Contributing opinions to the draft, National Assembly delegate Nguyen Tam Hung (Ba Ria - Vung Tau delegation) affirmed that the early retirement regime for preschool teachers is very humane. However, the delegate raised the issue that allowing early retirement should be based on objective criteria, avoiding abuse or causing damage to employees.
"Therefore, I propose to add the content that early retirement must have a basis, voluntary wishes and appropriate health confirmation, clearly stipulating social insurance benefits and pension rates" - Mr. Hung said.
