The above content is stipulated in the latest Draft Law on Teachers.
Clause 2, Article 28 of the draft stipulates: Teachers in preschool education institutions, if they wish, can retire at a lower age than the retirement age of employees under normal conditions but not more than 5 years. In case of having paid social insurance for 15 years or more, the pension percentage due to early retirement will not be reduced".
According to the National Assembly Standing Committee, preschool teachers are currently not considered to be subjects working in arduous, toxic, or dangerous sectors and occupations.
However, preschool teachers have to perform special jobs, there is great pressure on work and working time; when they are old, it will be difficult to complete their tasks.
Therefore, many opinions of National Assembly deputies and relevant agencies agreed to reduce the retirement age for preschool teachers with the regimes as stipulated in the draft Law.
Delegate Pham Van Hoa - National Assembly Delegation of Dong Thap province supports early retirement for preschool teachers. Delegate Pham Van Hoa said that recently, the news of the Law on Teachers' came into effect, making many preschool teachers very happy.
"Practice has proven that no one aged 50 - 55 is a preschool teacher who dances or sings, so it would be very appropriate for us to let these teachers retire according to the provisions of the law" - delegate Pham Van Hoa commented.
Sharing the same view, Delegate Nguyen Tam Hung - National Assembly Delegation of Ba Ria - Vung Tau province assessed that the early retirement regime for preschool teachers is very humane, but allowing early retirement should be based on objective criteria, avoiding abuse or causing damage to workers.
"Therefore, I propose to add the content that early retirement must have a basis, voluntary wishes and appropriate health confirmation, clearly stipulating social insurance benefits and pension rates" - delegate Hung frankly suggested.
Commenting on the retirement regime for teachers, National Assembly Delegate Le Thi Thanh Lam - National Assembly Delegation of Hau Giang province proposed that in Article 28, Clause 2, the phrase 'ised primary school' should be added after the phrase ''preschool education' ' ' ' ' 'to be completed as ''teachers in preschool and primary education institutions, if they wish, can retire at a lower age but not more than 5 years old and do not reduce the pension percentage or early retirement if they have paid social insurance for 20 years''.
"This issue is almost the same for preschool and primary school teachers, this is also an issue with many opinions from voters that Hau Giang is very interested in" - delegate Le Thi Thanh Lam expressed her opinion.
