Many subjects are prioritized in recruitment
The draft Law on Teachers is being discussed by the National Assembly and is expected to be approved in the near future.
Clause 3, Article 14 of the Draft stipulates that priority subjects in teacher recruitment include:
a) People who have held teaching and education tasks at a job position suitable for the job position to be recruited;
b) For vocational education, priority is given to people with practical experience in production, business, and services suitable for the teaching industry and profession;
c) Other cases of priority recruitment as prescribed by law.
Thus, the draft law has clarified the priority subjects in recruitment and acceptance as teachers such as adding the priority subjects for recruitment as teachers in vocational education who are people with experience in the production and business of services suitable for the teaching profession.
Many expectations for policies to attract and promote teachers
Article 27 of the draft Law on Teachers is expected to have many policies to attract and promote teachers as follows:
Regarding beneficiaries of attraction and promotion policies, including:
Highly qualified people, talented people, people with special abilities, people with high vocational skills;
People coming to work in ethnic minority areas, mountainous areas, border areas, islands and areas with particularly difficult socio-economic conditions;
Teachers perform the task of teaching, educating, and scientific research in a number of important and essential fields according to the needs of socio-economic development.
Attraction and promotion policies include priority in recruitment and reception; salary, allowances; training, fostering; planning, appointment; working conditions, working equipment; welfare and other policies as prescribed by law.
Localities and educational institutions have policies to attract and promote teachers in accordance with practical conditions and financial resources of the locality and educational institutions.
Contributing opinions to the draft, delegate Mai Van Hai - National Assembly Delegation of Thanh Hoa province affirmed that the regulations on policies to attract and promote teachers.
These are very important policies in the context of we implementing fundamental and comprehensive innovation in education, a pillar policy to attract talented people, attract teachers for ethnic minority areas, mountainous areas, border areas, islands and areas with particularly difficult socio-economic conditions.
However, Mr. Hai said that the regulations need to be strict and feasible, avoiding policy profiteering.
"I suggest that the subjects need to be more clearly defined, need to be regulated to inherit the provisions of the law on recruitment for students who are excellent graduates. There should be specific regulations on criteria to determine highly qualified people, talented people, people with special talents, and people with high vocational skills to determine appropriate priority subjects" - Mr. Hai proposed.
