Nguyen Du Secondary School (Ben Thanh Ward) has just sent a "3 no's): no fee for the parent-teacher association; no class fund mobilization; no school fund mobilization.
Principal Cao Duc Khoa emphasized: "All collection and expenditure information is approved by the principal and through homeroom teachers to notify parents. The Parents' Representative Board of the school and the classes are not allowed to collect any fees outside of regulations".
Similarly, Nguyen Van Luong Secondary School (Binh Phu Ward) also announced that it would not collect funding from parents and not collect funding to mobilize sponsorship.
The school lists 4 absolutely non-collected items: operating expenses of the parent-teacher association; sponsorship expenses; expenses for care of staff, teachers, and staff; and expenses for purchasing facilities for classes and schools.
Principal Dinh Phu Cuong said that all information about revenue and expenditure is approved by the principal, through homeroom teachers to notify parents.
He warned about the situation of "some parents claiming to represent the school, posting on social media groups to mobilize money collection", and affirmed that this was a wrong thing and asked parents to be vigilant.
Meanwhile, Nguyen Huu Tho High School (Xom Chieu Ward) also announced that it will not collect a parent fund for the 2025-2026 school year.
According to Principal Do Dinh Dao, if there is a need for support from parents, the school will plan to request approval from the Department of Education and Training, then issue an open letter in a voluntary, not compulsory spirit.
"For classes that contribute to student activities, homeroom teachers and the parent-teacher association must comply with the regulations: voluntary, not equal, not compulsory, and have a transparent list. Homeroom teachers absolutely must not let the representative board arbitrarily collect money in the name of collection for the school or class", Mr. Dao affirmed.
Recently, the Department of Education and Training of Ho Chi Minh City has also sent a document to high schools, public high schools at many levels, Continuing Education centers, vocational education and continuing education centers and affiliated units, requesting strict implementation of regulations on funding for educational institutions and operating expenses of the parent-teacher association.
In which, it requires educational institutions to continue implementing funding mobilization according to Circular 16/2018/TT-BGDDT.
The sponsorship mobilization plan must be approved by the School Council, the Pedagogical Council and approved by the Department before implementation. The school is not authorized to authorize the parent-teacher association to mobilize, does not force parents, and does not consider sponsorship as a condition for providing educational services.
Educational institutions should not focus on encouraging parents with children studying at school, but should expand to include volunteer businesses, organizations, and individuals. There is no regulation on the minimum or average contribution rate; all cash payments must have a record, receipt, and transparent accounting books.
With facilities and plans, the purpose and subjects must be clearly stated; capital cannot be mobilized for items that can be used from the budget or career revenue for payment. The sponsorship of the artifact must be appraised and reported to the Department for approval before being put into use.
The Department also emphasized that the budget for the parent-teacher association is only for the association's activities, not for protection, hygiene, teachers' rewards or equipment purchases.
