According to a report by the Ninh Binh Department of Education and Training, currently the proportion of textbook supply in the province reaches about 95% of the demand. Thus, after the 2026 - 2027 school year has begun, a part of students still do not have enough textbooks to serve learning.
Faced with this situation, the Ninh Binh Department of Education and Training has directed educational institutions to implement solutions to ensure that students' learning is not interrupted.
While waiting for textbook supplements, schools proactively exploit free electronic textbooks, using existing books at libraries to support students.
Educational institutions proactively review specifically the number of books registered, the number assigned, the number of students received and the number of missing books by class, subject and each book title.
Schools must accurately determine the number of students who do not have enough books, statistically count the number of missing books, and report to the Ninh Binh Department of Education and Training to coordinate with publishing and distribution units and transfer books from surplus places to lacking places.
Mr. Nguyen Manh Ha - Principal of Tran Dai Quang High School (Kim Son commune, Ninh Binh province) said that the school has proactively signed textbook purchase contracts with suppliers early, so it basically meets all the textbooks serving teaching and learning in the school.
Through review, for the textbooks of the main subjects, the school has met sufficiently. Currently, there is only a shortage of textbooks for minor subjects and skill subjects" - Mr. Ha said.
Mr. Nguyen Tien Dung - Director of Ninh Binh Department of Education and Training said that the Department has sent a document to Vietnam Education Publishing House requesting to continue to regulate and supply the remaining textbooks, striving to ensure 100% of students in the province have full textbooks before September 15, 2026.
Along with urgently overcoming the shortage of textbooks, the Ninh Binh provincial education sector is reviewing facilities, teaching staff and teaching conditions to meet the requirements of the new school year.
In the 2026 - 2027 school year, Ninh Binh province has 769 kindergartens, general schools and Vocational Education - Continuing Education Centers; 28,661 groups and classes with 959,074 preschool children, general education students and Continuing Education students; the number of vocational school students currently being linked by Vocational Education - Continuing Education Centers to teach the Continuing Education program is 9,323 students. The whole sector currently has 50,683 officials, still lacking 3,262 officials compared to the assigned payroll. The whole province currently has 28,661 classrooms, of which 28,351 are solid rooms, reaching a rate of 98.9% and 7,619 are subject classrooms and functional rooms.
