On September 10, the Ministry of Education and Training (MOET) issued document No. 6128/BGDĐT-GDPT to the Departments of Education and Training of provinces and cities and Vietnam Education Publishing House One Member Limited Liability Company on continuing to review and ensure the supply of textbooks (textbooks) for the 2026-2027 school year.
Immediately receive and handle feedback, not to let textbooks lack without handling plans.
The Ministry of Education and Training requests Departments of Education and Training to continue to direct each general education institution to review and compare until the data is finalized: the number of registered textbooks, the issuer has delivered, the school has received, students have received and are still missing according to each class, subject/educational activity, book title. Fully review the arising needs, especially at newly established, reorganized or scale-adjusted schools; boarding schools in border areas; schools in remote areas, remote areas, areas with difficult socio-economic conditions and students eligible for support, issuance or loan of textbooks.
Departments of Education and Training urgently determine the exact number of students who do not have enough textbooks to each educational institution, each commune-level administrative unit and each province and city; statistics the number of missing copies according to each book title, each volume.
The Ministry of Education and Training requests the Department of Education and Training to coordinate with the Vietnam Education Publishing House and issuing units to confirm needs, immediately supply the remaining textbooks; transfer textbooks from surplus to shortage. Implement support policies, issue textbooks; guide educational institutions to exploit textbooks in libraries and old textbooks that are still usable; provide addresses and guide parents and students to proactively access and exploit free electronic textbooks on the website of the Vietnam Education Publishing House.
Departments of Education and Training must publicize the list of distribution points, stores with textbooks, contact phone numbers, hotlines and supply plans; promptly notify students and parents. Receive and handle feedback immediately and do not let textbooks be missing without handling plans.
Along with that, the Ministry of Education and Training requested the Director of the Department of Education and Training to be responsible for the completeness, accuracy, and consistency of the data; clearly identify the causes, handling plans and completion deadlines for each case of textbook shortage.
Supply immediately to schools with students who are short of textbooks before September 15, 2026
The Ministry of Education and Training requests the Vietnam Education Publishing House to urgently report complete information and data as required in Official Dispatch No. 6074/BGDĐT-GDPT dated September 8, 2026 of the Ministry of Education and Training; complete before 12:00 on September 10, 2026.
Vietnam Education Publishing House reviews and reports on the situation of receiving and registering needs, preparing book sources, allocating, transporting, delivering and issuing textbooks in each province and city; compares with needs confirmed by Departments of Education and Training, clarifies each book title and quantity not yet supplied.
The Ministry of Education and Training requests the Vietnam Education Publishing House to accurately report the number of textbooks in stock at each warehouse, issuing unit and area by class, subject/educational activity, book title; determine the surplus quantity that can be transferred. Immediately implement the transfer and supply plan; ensure that all remaining needs that have been confirmed by the locality have handling plans.
Vietnam Education Publishing House publicly and updated the list of distributors and stores that have textbooks in each province and city, including: Unit name, address, phone number, service time, purchase method; provide to Departments of Education and Training to inform students and parents.
At the same time, Vietnam Education Publishing House must establish and publicize a hotline; establish a rapid response team at Vietnam Education Publishing House and local distribution points to receive, verify, and immediately handle feedback on textbook shortages. Publicize the focal point, phone number, receiving time and handling results.
The Ministry of Education and Training requests Vietnam Education Publishing House to provide free e-textbooks at taphuan. nxbgd. vn/tap-huan; publicly announce access addresses and user instructions for teachers, students, and parents to easily access during the waiting time for printing.
Coordinate with Departments of Education and Training, prioritize transportation and immediate supply to schools with students lacking textbooks, complete before September 15, 2026. The General Director of Vietnam Education Publishing House is responsible for the accuracy of data, progress of transfer, supply and the disclosure of service points.
The Ministry of Education and Training requests the Departments of Education and Training and the Vietnam Education Publishing House to submit reports to the Ministry of Education and Training before 3:00 PM on September 12, 2026.
