The People's Committee of Tuyen Quang province has issued Decision No. 23/2025/QD-UBND specifically regulating extra teaching and learning in the area, with many highlights on management, funding and handling of violations, in order to restore order in this activity in educational institutions.
According to the Decision, extra teaching and learning are applied to general education, continuing education and are implemented by organizations and individuals in the province.
The regulation clearly states the responsibilities of education management agencies, local authorities and each educational institution in implementing extra teaching and learning activities.
The Provincial People's Committee assigned the Department of Education and Training to be responsible for managing additional teaching activities in schools with the highest level of education, high school, and at the same time guiding and synthesizing reports on the implementation situation. The People's Committees at the commune level will manage schools with the highest level of education, which is junior high school, and at the same time receive feedback from people and recommendations to handle arising violations.
When organizing extra classes, each educational institution must make a specific plan, send a list of teachers, students for extra classes and subject content to the competent management agency.
Establishments outside of school are only allowed to operate when they meet all conditions, are licensed to do business and are not allowed to use teachers who are teaching the main course to teach additional students in the same class.
The new regulation allows the use of the state budget to pay remuneration for teachers who teach extra classes in some special cases such as: teaching extra classes to students who do not meet the learning or review requirements for final year students. In case of training excellent students, the expenditure level will be applied according to Resolution 03/2022 of the Provincial People's Council.
In addition, expenses for organizing extra classes such as electricity, water, stationery, etc. are drawn from other legal sources of revenue of the unit, ensuring transparency and compliance with internal spending regulations.
The Department of Education and the People's Committee at the commune level are responsible for publicizing the hotline to receive feedback on extra teaching and learning. The inspection, examination and handling of violations are carried out according to the provisions of Circular 29/2024 of the Ministry of Education and Training.
The decision takes effect from April 21, 2025.
