The Ministry of Education and Training (MOET) has issued a document responding to the opinions of voters in some provinces sent before the 9th Session of the National Assembly.
Accordingly, voters in Ninh Binh province said that parents and people agree with the strict management of extra classes outside of school according to Circular 29/2024/TT-BGDDT of the Ministry of Education and Training regulating extra classes.
However, parents and people hope that all levels should consider allowing schools to organize extra classes at schools under the strict management of the education sector and pay State taxes according to regulations, creating favorable conditions for students to travel and study.
The management of extra learning and tutoring at schools will be better and more convenient, the school's facilities will also be more guaranteed for students' learning; the cost of extra teaching and learning at schools will be lower than current centers.
This helps reduce financial pressure on parents, and parents feel more secure when their children study at school.
In a document responding to voters, Minister of Education and Training Nguyen Kim Son said that in the past, the Ministry has implemented many solutions to manage extra teaching and learning activities.
The Ministry has also improved the quality of regular school hours, enhancing accountability for the quality of education of schools.
At the same time, spend time and space for students to experience, practice, and practice through educational activities according to personal needs for comprehensive development.

Minister Nguyen Kim Son said that the Ministry has advised the Prime Minister to issue Directive 17 on organizing teaching and learning 2 sessions/day and organizing summer activities for children and students.
Accordingly, a document will be issued guiding teaching 2 sessions/day to effectively implement the general education program; organize self-study for students, group study, increase practice, and improve the quality of comprehensive education in terms of quality and capacity.
Strengthen educational activities on culture, arts, physical education, life skills, STEM education, vocational education, foreign language proficiency development, especially English, digital skills, AI skills, personal cultural and artistic abilities.
Thereby meeting the needs, preferences and aspirations of students; promoting socialization to improve the quality of education.
Preside over and coordinate with ministries, agencies and localities to focus on directing the implementation of tasks on organizing teaching and learning in 2 sessions/day (including extra teaching and learning).
At the same time, promptly direct and guide localities to synchronously deploy solutions, develop plans and roadmaps to organize teaching sessions 2/day in accordance with local realities on facilities, finance and teaching staff.
Prioritize budget allocation to ensure conditions for organizing teaching and learning sessions 2 sessions/day; effectively implement programs and projects to strengthen facilities for educational institutions.
Especially in remote areas, areas with difficult socio-economic conditions, especially difficulties, border areas, and islands, ensuring fairness in access to education.
With the above regulations, according to Minister Nguyen Kim Son, the school will effectively exploit facilities and resources, limit waste of public assets and expenses of families to comprehensively develop students.
