The People's Committee of Dien Bien province has issued Decision No. 31/2025/QD-UBND on regulations on extra teaching and learning in the province.
According to the decision, the subjects of application include all educational management agencies, extra-curricular and extra-curricular teachers and related organizations and individuals in Dien Bien.
The Provincial People's Committee requires authorities at all levels and educational institutions to be responsible for inspecting, supervising, handling violations as well as managing funds related to extra teaching and learning activities.
The Department of Education and Training will be the lead unit in receiving feedback, periodic reports and inspecting tutoring activities. The District Education Department, Commune People's Committees and school principals are also responsible for managing, supervising, developing plans, estimates and periodic reports.
For extracurricular teaching facilities, the decision requires full compliance with the requirements of facilities, fire prevention and fighting, environmental safety and hygiene and business registration according to regulations.
Continuing education centers that want to organize extra classes must comply with the establishment conditions as prescribed in Decree 125/2024/ND-CP.
The establishments must also notify the People's Committees at the commune level when starting, temporarily suspending or terminating operations. At the same time, be responsible for refunding unused tuition fees and paying teachers in full when they stop working.
For extra teaching in schools, the funding will come from the state budget and other legal revenues. The use of revenue must comply with regulations on finance and accounting. For extra-curricular teaching, the tuition fee must be consistent with local income and economic conditions.
Violations will be handled according to the provisions of Circular 29/2024/TT-BGDDT. State inspection agencies, along with the education sector, are responsible for periodic and surprise inspections to ensure serious implementation of regulations.
The Provincial People's Committee requests departments, branches and localities to urgently thoroughly grasp and disseminate the content of the new regulations and strictly implement them to improve the effectiveness of managing extra teaching and learning activities, ensuring the legitimate rights of students and teachers.
