The People's Committee of Phu Tho province has just issued Decision No. 46/2025/QD-UBND attached to the Regulations on extra teaching and learning in the province.
According to the new regulations, schools are only allowed to organize extra classes for three groups of students: weak students who need to be proficient, students who are selected for excellent student development and students who are finalists in the transition exam and graduation exam.
Importantly, no money is collected from students participating in extra classes at school.
These activities must be carried out publicly, according to the specific plan of the school, in accordance with the prescribed procedures and application form.
For extra-curricular teaching institutions, the Provincial People's Committee requires business registration, ensuring sufficient conditions for facilities, safety, fire prevention and fighting, having appropriate teaching materials and publicizing information such as school hours, teachers, tuition fees, etc.
Teachers on the payroll who want to participate in extra teaching outside must fully report to the principal and be strictly managed according to regulations.
Extra teaching and learning activities will be subject to inspection by state inspection agencies, inspections by the education sector and local authorities. The detection and handling of violations will be based on Circular 29/2024/TT-BGDDT and current regulations.
In particular, principals will have to take responsibility for teachers managed by the unit who violate regulations on extra teaching and learning.
The People's Committee at the commune level is assigned to publicly update the list of additional teaching institutions in the area to the electronic information portal; receive feedback from people to promptly handle or transfer to competent authorities.
Phu Tho province also encourages extracurricular institutions outside of school to exempt and reduce tuition fees for children of policy families and students in difficult circumstances.
This regulation takes effect from June 12, 2025, to strengthen the management of extra teaching and learning activities inside and outside schools, ensuring compliance with legal regulations and student rights.
