Ninh Binh voters believe that parents of students want all levels to consider allowing schools to organize extra classes under the strict management of the education sector and pay State taxes according to regulations, creating favorable conditions for students to travel and study.
The cost of extra teaching and learning at schools will be lower than those at centers, reducing financial pressure on parents. Parents are also more assured when their children study at school.
The above opinions are all worthy of attention, but cannot be implemented. Because Clause 1, Article 5 of Circular 29 stipulates: "Extra teaching and learning in schools are not allowed to collect money from students".
Even institutions that organize extra classes and extra learning in schools are regulated to have specific subjects: Students with results in subjects at the end of the school year at the level not yet achieved; students selected by the school to train excellent students; finalists voluntarily register to review for entrance exams and graduation exams according to the school's education plan.
Thus, the school still organizes extra teaching, but that is the responsibility of teachers to educate students, not to teach extra to collect money.
If parents want to send their children to school to feel secure, the school also organizes many subjects for students to participate in.
Regarding this issue, Minister Nguyen Kim Son said that he will issue a document guiding teaching 2 sessions/day to effectively implement the general education program; organize self-study for students, group study, increase practice, improve the quality of comprehensive education in terms of quality and capacity.
Strengthen educational activities on culture, arts, physical education, life skills, STEM education, vocational education, foreign language proficiency development, especially English, digital skills, AI skills, personal cultural and artistic abilities.
Thus, there will be many subjects of talent, sports, art, and life skills for students to access, not just cramming in textbook knowledge in extra classes as before.
Public opinion spoke out against organizing extra classes to collect money in schools, the Ministry of Education and Training issued Circular 29 to rectify, this is a step forward in education.
Therefore, just follow the regulations of Circular 29, do not discuss the opposite.
