Ms. Nguyen Thi Thuy Trinh (HCMC) asked, is the phrase "deep principals must directly participate in educational activities for 4 hours a week" stated in Circular No. 48/2011/TT-BGDDT regulating the working regime for preschool teachers understood as teaching children or attending children's lessons of teachers in school like that of principals?
Regarding this issue, the Ministry of Education and Training responded as follows:
According to Clause 4, Article 4 of Circular No. 48/2011/TT-BGDDT dated October 25, 2011 of the Minister of Education and Training stipulating the working regime for preschool teachers, the vice principal must directly participate in educational activities for 4 hours a week. In particular, Clause 4, Article 4 of Circular No. 48/2011/TT-BGDDT stipulates educational activities including children's education or attending children's classes of teachers in schools.
However, according to the provisions of Decree No. 77/2021/ND-CP dated August 1, 2021 of the Government regulating the seniority allowance regime for teachers; Decision No. 244/2005/QD-TTg dated October 6, 2005 of the Prime Minister regulating the preferential allowance regime for teachers who are directly teaching in public educational institutions, teachers are only entitled to allowances when directly teaching.
Therefore, to receive seniority allowances for teachers and preferential allowances for teachers, the vice principal needs to directly participate in teaching.
