The decision to grant the degree was signed by Mr. Nguyen Van Hoa on February 3, 2025 with the title of Rector of Kinh Bac University.
However, the School Council for the term 2020 - 2025 ended on August 12, 2025; while the School Council for the new term 2025 - 2030 has not yet completed legal procedures.
In other words, the title of principal has not been legalized by competent authorities in accordance with procedures.
When the legal status of the head of an educational institution is not clearly established, all decisions from signing diplomas, stopping training to operating academic activities all pose a risk of violating the law.
More worryingly, the consequences of these instabilities fall on the shoulders of students, who are completely innocent.
Letting a university fall into a prolonged crisis, suspend training programs, and have an unstable leadership apparatus without a definitive and clear solution is unacceptable.
The Ministry of Education and Training cannot just stop at inspecting and issuing documents requesting handling of violations, but needs to proactively get involved, make clear decisions, and put the legitimate rights of students first.
If violations are detected belonging to the school and the individual signing the decision, then handle the responsibility of the violating entity correctly, and students cannot bear the consequences.
In case the degree is forced to be revoked for legal reasons, the Ministry needs to have a plan to protect learners, recognize learning results, allow the re-issuance of legal degrees, or have a clear and transparent transition mechanism.
Pushing students into a spiral of complaints and lawsuits not only harms learners, but also erodes social trust in the higher education system.
On the side of Kinh Bac University, responsibility cannot be avoided.
The school must quickly stabilize the leadership apparatus, fully complete legal procedures, publicize the roadmap for overcoming violations, and ensure that training activities are not interrupted.
All information related to diplomas and student rights must be transparent, avoiding making statements or decisions that cause further confusion.
Universities are not a "market", where legal matters are ambiguous, anyone can make a decision and the consequences are borne by students.
