According to Mr. Dinh Ngoc Son - Deputy Director of the Department of Education and Training of Quang Ninh province - currently, schools and related units are preparing for bidding to select milk suppliers, according to Resolution No. 86/2025/NQ-HDND dated November 14, 2025 of the People's Council of Quang Ninh province.
Previously, the Department organized a training conference to implement Resolution No. 86/2025/NQ-HDND with the participation of representatives of leaders and experts from professional departments of relevant departments and branches, including: Department of Education - Training, Department of Health, Department of Industry and Trade, Department of Agriculture and Environment, Department of Finance; Project Management Board for Construction Investment in Area I; Principals and accountants of kindergartens and primary schools.
According to Mr. Dinh Ngoc Son, schools will themselves conduct bidding to select milk suppliers. The winning bids, in addition to providing standard milk, must produce canned milk according to specific models of Quang Ninh, not buy back canned, canned or bagged milk products from the brands.
The bidding for the selection of suppliers is expected to be held in each school year, not for a whole period from the 2025-2026 school year to the 2030-2031 school year.
Previously, the People's Council of Quang Ninh province passed Resolution No. 86/2025/NQ-HDND dated November 14, 2025 on the policy of supporting milk at school for preschool children and primary school students studying at educational institutions in Quang Ninh province for the period 2025 - 2030.

This Resolution aims to contribute to physical development and improve nutrition for preschool children and primary school students in Quang Ninh province.
The subjects of application are preschool children and primary school students studying at educational institutions in Quang Ninh province, whose parents or guardians agree to give them milk according to the policy prescribed in the above resolution.
Preschool children and primary school students are supported to drink milk during actual school days at educational institutions with the following daily rates: Nurseries: 110 ml of milk (stormed in 01 box, can or bag); Preschool children and primary school students: 180 ml of milk (stormed in 01 box, can or bag).
The number of days supported in each school year is equal to the number of days of direct study at school, but not exceeding 175 days/school year.
Regarding the standards for school milk, fresh, pasteurized milk must comply with current national technical regulations for liquid milk products; at the same time, meet the provisions of law on production conditions, product declaration and have a minimum shelf life of 180 days from the date of manufacture.
The provincial budget will support 100% of the cost of purchasing milk for preschool children and primary school students, with a total implementation cost from the 2025-2026 school year to the 2030-2031 school year of about 1,725 billion VND.
On average, about 207,000 children and students benefit from this policy each school year.
