On July 24, information from the People's Committee of Quang Tri province said that it had just requested departments, branches and People's Committees of communes, wards, and special zones to urgently review and complete the plan to arrange public educational institutions.
According to the request of the Provincial People's Committee, the arrangement must ensure streamlining the organizational structure, reducing at least 50% of public educational institution headquarters compared to July 1, 2025. The plan must be consistent with the actual conditions of each unit, locality and legal regulations.
The Department of Education and Training is assigned to take the lead in reviewing and evaluating the current status of high schools and vocational education - continuing education centers under its management authority. On that basis, the unit develops an arrangement plan according to the direction of the Prime Minister and the Provincial People's Committee.
People's Committees of communes, wards, and special zones are responsible for comprehensively reviewing the network of public educational institutions under their management, building and completing arrangement plans.
Each commune-level administrative unit must have at least one kindergarten, one primary school and one secondary school or an educational institution with multiple levels of education including primary and secondary school.
The development of the plan must be based on the characteristics of the area, socio-economic conditions, population size, school network and implementation capacity of each locality.
For mountainous areas, border areas, ethnic minority areas, areas with particularly difficult socio-economic conditions, in cases where it is not possible to arrange according to the above orientation, it is necessary to fully explain the basis, necessity and feasibility of the plan. The arrangement must ensure that it is suitable for reality and does not affect students' learning rights.
For urban areas, plains and areas with favorable conditions, if the arrangement gives rise to educational institutions with too large scale, not in line with the orientation, the locality must carefully assess, explain and clearly explain the basis and suitability of the plan.
The Department of Home Affairs is assigned to take the lead in guiding and urging; summarizing and appraising the arrangement plan of the Department of Education and Training and the People's Committees of communes, wards, and special zones; coordinating with relevant agencies to develop a master plan for arranging public educational institutions, advising the Provincial People's Committee to report to the Standing Committee of the Provincial Party Committee and People's Committee to submit to the Standing Committee of the Provincial Party Committee for implementation policy before submitting to the Provincial People's Committee for approval before August 27, 2026.
The Provincial People's Committee is expected to report to the Standing Committee of the Provincial People's Committee Party Committee and the Standing Committee of the Provincial Party Committee on the overall project before July 28, 2026; issue the project before August 1, 2026.
Agencies and localities must deploy procedures and complete the arrangement before August 10, 2026, in order to stabilize the organizational structure, staff, facilities and conditions to serve the 2026 - 2027 school year.
