Resolution 18/2025/NQ-HĐND of the Ho Chi Minh City People's Council stipulates revenues and collection levels, revenue and expenditure management mechanisms for services serving and supporting educational activities of public educational institutions in Ho Chi Minh City in the 2025 - 2026 school year.
Accordingly, Resolution 18/2025/NQ-HDND clearly stipulates the fees that schools are allowed to collect to implement school programs, also known as educational linkage programs with external partners such as: Computer science teaching organization; Money for organizing enhanced foreign language teaching; STEM education organization...


The Resolution also clearly stipulates that schools are required to implement collections that have been inherited from the previous school year, ensuring the principle of collecting enough, spending enough and using for the right purpose, publicly with parents. The collection level needs to be commensurate with the quality of education and training services. The rate of increase in the collection level (if any) does not exceed 15% compared to the previous school year.
According to the Ho Chi Minh City Department of Education and Training (GDĐT), educational activities in the school program aim to implement the goal of comprehensive education, improve the quality of education and meet the needs of parents and students.
The organization of teaching and educational activities is implemented according to Decree No. 24/2021/ND-CP of the Government, which allows educational institutions to decide on methods and forms of organization suitable to the program objectives.
Accordingly, public educational institutions directly develop school program implementation plans, must go through the School Council on content, implementation classes, organization methods, expected coordinating units and publicize revenue and expenditure plans to parents before implementation.
