In the 2025 university admission period, the Ministry of Education and Training (MOET) plans to require schools to convert scores so that the review scores and admission scores must be converted to a common, unified scale for each program, major, and group of majors.
This is a new point compared to the admissions from 2024 and earlier.
At the 2025 admission and career guidance consulting program held on March 16 at Hanoi University of Science and Technology, many candidates expressed their concerns about this content.

To clarify, Associate Professor, Dr. Nguyen Anh Dung - Deputy Director of the Department of Higher Education, Ministry of Education and Training informed that this is a technical issue to ensure the rights of candidates.
The development of a point conversion plan is the responsibility of training institutions and the Ministry of Education and Training to ensure the rights of candidates.
Candidates will receive public information on how to convert points before registering for admission.
In fact, many universities have announced their 2025 enrollment plans, including regulations on converting admission scores to a common scale.
For example, at the Banking Academy, it is expected that the admission scores according to this year's admission methods will be converted to a scale of 30.
For the admission method based on the competency assessment test scores of Hanoi National University (HSA), candidates must achieve 85 points or more.
Admission score = HSA × 3 exam conversion score + Priority score
In which, the conversion score for the HSA exam is as follows:

Or at the University of Commerce, the admission scores of all methods are converted to a common scale.
Particularly for the method of considering the scores of the competency assessment test, thinking assessment, the admission scores are calculated according to the following formula:

In which: Ka, Kb is a coefficient reflecting the difference in the difficulty of the exam/distributing candidate's qualifications and will be announced after the results of the 2025 high school graduation exam;
Priority scores (if any) include priority scores by subject and priority scores by area determined according to current Enrollment Regulations; Bonus points (maximum of 3) = Certificate bonus points + Excellent student award bonus points + 0.5 (admission method for candidates studying at specialized high schools/national focus).
The bonus score (if any) is not more than 3 points and the total admission score is not more than 30, English Language major; Chinese Language major is not considered for admission based on the results of the competency assessment and thinking assessment test.
Sharing with Lao Dong Newspaper at the 2025 Admissions and career guidance consultation festival on March 16, Mr. Nguyen Quang Trung - Deputy Head of the Communications and Admissions Department, University of Commerce said that the formula for calculating admission scores of the methods is carefully calculated, in order to ensure fairness for candidates.
"The school based on the benchmark scores of the last 3 years, compared them with the learning results of the candidates admitted using these methods and found similarities. This is the data to calculate and propose the admission formula for 2025" - Mr. Trung said.
Explaining further about the announcement of the Ka, Kb coefficient after having high school graduation exam scores, Mr. Trung said:
"The school will analyze the data of the candidates organizing the exam and especially the scores of the 2025 high school graduation exam. From there, synthesize the results, compare, and place this coefficient at different scores to ensure fairness relatively between the groups of candidates considering admission based on high school graduation exam scores and the group of candidates considering admission based on competency assessment test scores and thinking assessment" - Mr. Trung said.
