Vice Chairman of Hanoi People's Committee Duong Duc Tuan signed and issued Decision 4701/QD-UBND on reorganizing in the form of merging Hanoi Vocational Secondary School No. 1, Hanoi Construction Secondary School into Hanoi College of Electronics - Refrigeration into Hanoi College of Electronics - Refrigeration. The decision takes effect from September 4, 2026.
Accordingly, Hanoi College of Electronics and Refrigeration (later reorganized) is a public non-business unit under Hanoi city; has legal status, is allowed to use its own seal and open accounts at the State Treasury and commercial banks according to the provisions of law.
Hanoi College of Electronics - Refrigeration (later reorganized) has the position, function, tasks, powers, organization and operation to comply with the provisions of the law on vocational education and the College Charter issued by competent authorities.
The school is under the direct and comprehensive direction and management of the Hanoi City People's Committee and other relevant agencies of Hanoi City.
Hanoi City People's Committee also assigned Hanoi College of Electronics and Refrigeration (later reorganized) to preside over and coordinate with relevant agencies and units to carry out the reception and handover; arrange, arrange, and stabilize the organizational structure, personnel, finance, assets, working headquarters, documents, debts and other rights and obligations... related to the organization and operation of the School in accordance with the law;
Review and complete job positions after arranging the organizational structure, develop plans and roadmaps for annual staff streamlining for redundant cases according to the provisions of Decree No. 154/2025/ND-CP dated June 15, 2025 of the Government;
For cases that have been appointed to hold the position of head, deputy of the head of Hanoi College of Electronics - Refrigeration (before reorganization), Hanoi Vocational Secondary School No. 1 and Hanoi Construction Secondary School and departments and units under the School after arrangement and resign from leadership positions or are appointed to new positions with leadership position allowances lower than the old leadership position allowances, they are entitled to preservation of leadership position allowances according to regulations.

Merging Hanoi College of Information Technology Technology, Hanoi College of Economics - Technology and Technology into Hanoi Vocational College of Industry into Hanoi Vocational College of Industry.
Merging and consolidating the Hanoi Intermediate Vocational School of Cooking - Tourism and Fashion Management, Hanoi Community College into Hanoi College of Commerce and Tourism into Hanoi College of Commerce and Tourism.
