Review of the appointment of principals of inter-level schools
In Huu Khuong commune, the selection of the principal of Huu Khuong Ethnic Minority Boarding Primary and Secondary School is receiving public attention after the People's Committee of Nghe An province requested a review of the school's management personnel plan.
The school was established on the basis of the merger of Huu Khuong Ethnic Minority Boarding Primary School and Huu Khuong Ethnic Minority Boarding Secondary School. After the merger, Mr. Le Tuyen Huan - former Principal of the primary school was appointed as the new Principal; Mr. Nguyen Viet Thong - former Principal of the secondary school was arranged to be Deputy Principal.
On September 3, Nghe An Provincial People's Committee issued Official Dispatch No. 11188 requesting Huu Khuong commune to coordinate with the Department of Education and Training to review principal personnel. The Provincial People's Committee proposed to consider prioritizing secondary school principals before merging; in case the local personnel source is not guaranteed, review and introduce personnel from other places.
On September 4, Huu Khuong Commune People's Committee had a document requesting to keep the chosen plan. The locality believes that current regulations do not require the principal of the inter-level school to be someone who used to manage the secondary school level.
According to the commune's report, the school has only 15 primary and 6 secondary classes. The person appointed as principal has 10 years of experience as principal, including 7 years of working in Huu Khuong, with experience in managing boarding schools and highland students.
Many reflections on personnel arrangement
Not only in Huu Khuong, Lao Dong Newspaper received feedback related to the arrangement and placement of education management officials in some other localities.
In Giai Lac commune, according to reports, there are 2 officials who were previously leaders of secondary schools, with training expertise at the secondary school level, but after arrangement, they were arranged to be principals of 2 primary schools in the area.
Some other cases reported are that officials before the merger were holding the position of principal, and were also members of the Executive Committee of the Commune Party Committee or were awarded the title of Meritorious Teacher, but after arrangement, they were not continued to be arranged as principals.
Previously, on August 26, the People's Committee of Nghe An province issued Official Dispatch No. 11020/UBND-TH on arranging management staff for educational institutions after arrangement.
The Provincial People's Committee requires that the selection of heads must be based on conditions, prestige, standards, capacity, and qualifications. In addition to general criteria, the province adds priority criteria for principals and directors of educational institutions who are members of the Executive Committee of the Party Committee of communes, wards, and the Party Committee of the Department of Education and Training or are awarded the title of Meritorious Teacher.
On the same day, the Nghe An Department of Education and Training issued Official Dispatch No. 3144/SGDĐT-TCCB. Specifically for schools with 2 levels of primary and secondary school, the document clearly states that priority should be given to the principal of the secondary school before merging.
Also on August 26, the Office of the Nghe An Provincial Party Committee issued Official Dispatch No. 1274-CV/VPTU after considering citizens' petitions reflecting signs of lack of objectivity and transparency in the process of arranging, assigning, and appointing education management officials in Yen Thanh, Quan Thanh, and Giai Lac communes.
The Standing Committee of the Provincial Party Committee assigns the Party Committee of the Provincial People's Committee to direct, handle and report the results to the Standing Committee of the Provincial Party Committee through the Provincial Party Committee's Internal Affairs Committee according to regulations.
The above directives show that the arrangement of education management officials after the merger is being requested by the province to be reviewed to ensure compliance with standards, objectivity and clear grounds.
