The Ministry of Education and Training has issued Official Dispatch No. 5555/BGDĐT-GDPT on guiding the organization and operation of public preschool and general education institutions after arrangement.
Professional team
According to the official dispatch, professional groups are organized uniformly throughout the school according to subjects, groups of subjects, educational fields or levels suitable to the scale, structure of staff and requirements for organizing professional activities; no separate professional groups are established at the main school, branch, or school point.
Based on the scale, staff structure, number of branches and actual conditions, the Principal can organize a professional group under the professional group at the main school, branch to organize the implementation of professional tasks. The professional group is managed by the head of the professional group, by the deputy head or teacher assigned to be in charge; it is not a unit under the school's organizational structure, does not generate management titles and does not have independent authority.
The school branch does not establish specialized groups or separate professional groups; teachers at the school branch participate in the school's specialized groups and professional activities with the main school, branch or in appropriate forms decided by the Principal.
Professional activities
Official letters guiding and professional activities are organized uniformly according to the plan of the school and professional groups; focusing on implementing the general education program, innovating teaching methods, testing, assessment, professional exchange and improving the quality of education.
Based on the scale, number of locations, geographical distance and actual conditions, professional activities are organized flexibly throughout the school, according to professional groups, professional groups, branches or school clusters; combined directly and online in accordance with professional requirements.
Organizing professional activities according to branches, groups or school clusters does not change the professional organization structure and unified professional management responsibilities throughout the school.
Professional assignment for teachers
The assignment of expertise to teachers is carried out uniformly throughout the school, based on the job position, training expertise, teacher capacity, requirements for implementing the general education program and the school's education plan.
Based on the education plan, class size, staff and teaching organization conditions at the main school, branch, and school point, the Principal assigns teachers to teach subjects, classes and perform appropriate professional tasks; ensuring full implementation of the program and effective use of staff.
The assignment of expertise at locations must be carried out uniformly with the development of timetables, classroom arrangement and organization of school education activities; ensuring the workload and time to perform teachers' tasks according to regulations.
Organizing teaching, testing, and evaluation
Teaching and education activities are organized uniformly according to the school's education plan; ensuring the full implementation of the general education program and students' learning rights at the main school, branch, and school point.
The school organizes timetables, arranges classrooms, teachers, classrooms, subject classrooms, teaching equipment and teaching conditions suitable for each location; strengthens the sharing, coordination and effective exploitation of resources throughout the school.
The inspection and evaluation of students are carried out uniformly in terms of requirements, procedures and results management throughout the school according to regulations; ensuring fairness between students at the main school, branch and school point.
Based on actual conditions, the school can organize educational activities, thematic programs, tutoring, fostering and other professional activities in the form of inter-class, inter-block, inter-branch or school cluster clusters, ensuring suitability for students and implementation conditions.
