Thanh Hoa has not achieved the goal of merging schools

The merger of schools in the 2020-2025 period in Thanh Hoa faced many difficulties, causing the locality not to complete the set goals.

On July 26, in an exchange with a reporter from Lao Dong Newspaper, a representative of the leaders of the Department of Education and Training of Thanh Hoa province said that the unit is requesting communes and wards to participate in contributing opinions to the draft "Project on arranging public kindergartens and general schools in the province in the period 2026-2030". The opinion collection aims to have a basis for completing the project and submitting it to competent authorities for consideration and approval.

According to the Thanh Hoa Provincial Department of Education and Training, as of December 2025, the whole province has 1,819 public kindergartens and general schools, from preschool to secondary school. This result has not reached the target according to the plan to arrange and merge schools for the period 2020-2025 of the Thanh Hoa Provincial People's Committee, which is 1,808 schools.

One of the reasons pointed out is that people's consensus on the policy of arranging and merging schools and classes in some localities is not high. The leadership, direction and coordination between Party committees, authorities and related organizations in some places are not close and lack synchronization.

By the end of December 2025, the whole province will still lack more than 5,300 classrooms, and nearly 10,000 teachers compared to the maximum quota according to the regulations of the Ministry of Education and Training.

Also according to the Thanh Hoa Provincial Department of Education and Training, currently, the locality is urgently completing the draft project on arranging the public preschool and general education system in the area in the period 2026-2030. To have a full basis to submit to competent authorities for approval, the Department has sent a document to the People's Committees of communes and wards, requesting to participate in contributing opinions to the draft project.

Accordingly, the arrangement must simultaneously ensure many criteria, including the goal of reducing at least 30% of the existing public preschool and general education institutions under the management authority of the commune-level People's Committee.

Kindergartens, primary schools, secondary schools or public primary and secondary schools under the management authority of the commune-level People's Committee must ensure a minimum number of classes or more according to the regulations of the Ministry of Education and Training.

Kindergartens must have a scale of 9 or more groups and classes; especially schools in difficult areas must have 5 or more groups and classes. Primary schools must have a scale of 10 or more classes; especially schools in difficult areas must have 5 or more classes. Secondary schools or primary and secondary schools must have a scale of 8 or more classes.
