Decree 105/ND-CP dated September 8, 2020 of the Government stipulates policies for the development of preschool education. Accordingly, children studying at preschools, whose father or mother is a worker working in an industrial park, will be supported with 160,000 VND/month.
However, according to workers' feedback, whether parents are workers working in enterprises in industrial parks or outside industrial parks, children all have the same need to eat, study and other expenses. However, only children of workers whose father or mother works at a business in an industrial park are entitled to support policies, while children of workers whose father or mother works at a business outside an industrial park are not supported.

Ms. Gam - a worker at Thuan Phong Agricultural Products Processing Company Limited (Chau Thanh District, Ben Tre Province) - said that workers (CNLD) working at enterprises in industrial parks or industrial clusters (CCN) or outside industrial parks are all subjects of workers. However, children of workers working at enterprises in industrial parks are supported by policies, while children of workers working in industrial clusters or outside industrial parks are not supported.
"In the context of many difficulties in workers' lives, supporting workers' children's expenses is very necessary. However, the policy of supporting preschool education only supports children of workers and laborers working in enterprises in industrial parks, which is a big disadvantage for workers' children whose father or mother works in enterprises outside industrial parks, said Ms. Gam.

Ms. Tran Thi Kieu Chi - Head of Ngoi Sao Private Preschool Group (Chau Thanh District, Ben Tre Province) - said that the unit is currently receiving more than 70 children of workers and laborers to raise, care for, and educate. Of which, only more than 50 children of workers working in industrial parks are supported by policies for preschool education in industrial parks.
Ms. Chi believes that the locality needs to have a proposal to the Government to expand the policy beneficiaries of preschool education policies in the direction that the beneficiaries, whether children of workers whose father or mother works at enterprises outside industrial parks or industrial parks and clusters, are all entitled to the above support policies.
Ms. La Thi Thuy - Director of Ben Tre Department of Education and Training - said that Decree 105/2020 of the Government is a humanistic policy, supporting children workers working in enterprises in industrial parks. However, children who are workers working in enterprises outside the industrial park are not entitled. Currently, the locality is collecting clear opinions and regulations to submit to the provincial People's Council for consideration and expansion of the subjects to support the policy of developing preschool education for children of workers.
