Strictly prohibit taking advantage of the name of the Parents' Representative Board
On October 11, speaking with a reporter from Lao Dong Newspaper, Mr. Ta Hong Luu - Director of the Department of Education and Training of Thanh Hoa province said that the unit has just issued a document to rectify the implementation of the fees for the 2025-2026 school year.

According to Mr. Luu, previously, on September 9, the Department issued an official dispatch guiding the implementation of collections in public educational institutions for the 2025-2026 school year.
However, in recent times, according to the reflection of the people and the media, there are still some educational institutions that have not seriously complied with and have not properly implemented the directives and instructions of the Ministry, the province and the Department.
To rectify the above shortcomings, the Department has issued a document requesting the Chairmen of the People's Committees of communes, wards and heads of units to strictly prohibit taking advantage of the name of the Parents' Representative Board to collect or assign the Parents' Representative Board to collect fees in violation of regulations Mr. Luu informed.
In addition, the mobilization, reception, management and use of sponsorships and aid must comply with regulations. Heads of educational institutions must be fully responsible for all revenues and expenditures in the unit (including revenues from union organizations and Parents' Representative Boards of each class). It is strictly forbidden to generate illegal collections.
Along with that, the Department requires strengthening inspection, supervision and implementation of accountability to learners and society about revenues and expenditures in educational institutions. Strictly handle the responsibility of the head of the school unit and the educational management agency if there is a situation of overcharging and collecting in violation of regulations.
Many parents are upset
Previously, as reported by Lao Dong Newspaper, in recent times, many parents with children studying at a kindergarten in Ha Trung commune (Thanh Hoa province) have expressed their anger when receiving a notice from the homeroom teacher about implementing fees at the beginning of the school year, saying that some fees were unreasonable.

Specifically, at the parent meeting on September 30, homeroom teachers of grades 4 and 5 announced 13 contributions with a total amount of nearly 4 million VND/student.
Notably, many of these are not included in regulations, such as: electricity and air conditioning fee of 100,000 VND, cleaning fee of 180,000 VND, air conditioning fee of 200,000 VND, hiring gardeners of 150,000 VND, school supplies of 510,000 VND, making school name plates of 250,000 VND...
After receiving the feedback, the People's Committee of Ha Trung commune issued a document requesting Ha Trung Kindergarten to explain and immediately stop collecting. At the same time, school is required to strictly implement the fees and expenses according to instructions; strictly prohibit collecting fees that are not in accordance with regulations; only organize a parent meeting for the whole school after the 2025-2026 school year's fee and expenses plan is approved by the Commune People's Committee; review and learn from experience in the process of performing tasks.
Another incident at Thieu Toan Kindergarten (Thieu Toan commune, Thanh Hoa province) also upset many parents "accused" the school of collecting drinking water fees from students for many years but not buying water.
Specifically, in the 2022-2023, 2023-2024 and 2024-2025 school years, Thieu Toan Kindergarten collects 12,000 VND/child/month for drinking water to buy clean water from the company. However, parents reflected that "the water bill was collected, but not to buy water for students as promised".
After receiving the feedback, the People's Committee of Thieu Toan commune has started working with the school. The results of the inspection and verification showed that the school had collected water fees for drinking during the school years but did not buy water, which was against regulations.
According to the representative of the People's Committee of Thieu Toan commune, there are many reasons for collecting and spending for the wrong purpose, but mainly due to the leadership and direction of the Board of Directors - headed by the Principal - which still limit the capacity in management work.
