The Government issued Decree No. 238/2025/ND-CP dated September 3, 2025 regulating tuition fees, tuition exemptions, reductions, tuition support, study costs support and service prices in the field of education and training.
The Decree stipulates 14 subjects exempted from tuition fees, including:
1. Preschool children, general education students, students of general education programs (students studying continuing education programs at the junior high school level and students studying continuing education programs at high school level) in public educational institutions in the national education system.
2. The subjects are stipulated in the Ordinance on preferential treatment for people with revolutionary contributions if they are studying at educational institutions in the national education system.
3. Students in vocational and higher education institutions are disabled.
4. Students aged 16 to 22 studying for a first-class university degree are eligible for monthly social allowances as prescribed in Clause 1 and Clause 2, Article 5 of Decree No. 20/2021/ND-CP on social assistance policies for social protection beneficiaries.
Students of intermediate and college levels are orphans, without a place to depend according to the provisions of the Law on Vocational Education.
5. Students and students admitted (including students admitted for boarding vocational training with a training period of 3 months or more) according to Government regulations on admission to higher education and vocational education institutions in the national education system.
6. Students of pre- universities and pre- universities.
7. Students studying at vocational education and higher education institutions are ethnic minorities whose father or mother or both father and mother or grandparents (in case of living with grandparents) belong to poor or near-poor households as prescribed by the Prime Minister.
8. Students majoring in Marxism-Leninism and Ho Chi Minh Thought.
9. Postgraduate students with master's degrees, doctorates, level I specialties, level II specialties, boarding doctors specializing in psychiatry, pathology, forensics, psychiatrics, infectious diseases and emergency resuscitation at public educational institutions in the health sector.
10. There are very few ethnic minority students according to the Government's regulations on policies for preschool children, students, and students of ethnic minorities. There are very few people in areas with difficult or extremely difficult socio-economic conditions according to current regulations of competent authorities.
11. Students who are subjects of programs and projects are exempted from tuition fees according to the regulations of the Government and the Prime Minister.
12. Secondary school graduates continue to study at intermediate level.
13. Students of intermediate and college levels, for majors and occupations that are difficult to enroll but have social needs according to the list prescribed by the Ministry of Education and Training.
14. Students majoring in specific professional fields and occupations meet the requirements of socio-economic development, national defense and security according to the provisions of the Law on Vocational Education. Specific professional sectors and occupations are regulated by the Government and the Prime Minister.
The Decree also stipulates that subjects eligible for a 50% tuition reduction include: students in vocational training institutions, higher education institutions whose father or mother has a work accident or a vocational disease and are entitled to regular allowances.
