Implement tuition policies; exemption, reduction, support for tuition fees and educational revenues for the 2025-2026 school year
Vice Chairman of Hanoi People's Committee Vu Thu Ha has just signed and issued Official Letter No. 5487 dated October 8, 2025 on the implementation of tuition policies; tuition exemption, reduction, and support and revenues in the field of education and training for the 2025-2026 school year.
Accordingly, the Hanoi People's Committee requires units to implement a number of contents, specifically as follows:
The Department of Education and Training will implement according to Decree No. 238/2025, which notes: For tuition fees for the 2025-2026 school year, thoroughly disseminate to public preschools and general education institutions according to the management hierarchy for the content - preschool children, general education students, and students of general education programs in public educational institutions are exempted from tuition fees.
Preside over coordination with the Departments of Finance, Justice and relevant units to urgently complete the draft Resolution dossier, including the contents of tuition fees and the state budget support level for compensation for public educational institutions and tuition support levels for preschool children, primary school students, and students of general education programs in private and public educational institutions.
Regarding the regulation on fees for services and support for educational activities of schools for public preschools and general schools, implemented in accordance with the provisions of Articles 3 and 4 of Decree No. 238/2025;
Coordinate with the Departments of Finance, Justice and relevant units to urgently complete the draft Resolution dossier to report to the Hanoi People's Committee to submit to the City People's Council to issue a Resolution regulating service fees for education and training activities for public educational institutions in accordance with the actual situation of the locality and region.
Regarding tuition exemption and reduction policies, study cost support and tuition support, direct educational institutions according to management functions to implement tuition exemption and reduction policies, support for study costs and tuition support in a full and timely manner according to Decree No. 238/2025/ND-CP of the Government.
In particular, it is noted that preschool children and high school students do not have to submit tuition exemption or tuition support applications. Strengthen the settlement of administrative procedures through exploiting existing electronic data in the national population database, other specialized databases through the public service portal.
Strengthen state management of educational institutions. Absolutely do not let "overcharging" happen at the beginning of the school year. Mobilize, manage and use sponsorships according to Circular No. 16/2018 of the Minister of Education and Training and Circular No. 13/2025 of the Minister of Education and Training.
Implement publicity on commitments on quality education and training, conditions for quality assurance, and financial revenue and expenditure according to Circular No. 09/2024 of the Minister of Education and Training.
The Department of Finance is assigned to coordinate with the Department of Education and Training and relevant units in the process of drafting the Resolution of the City People's Council regulating tuition policies; exempting, reducing, and supporting tuition fees for fees collected.
People's Committees of wards and communes: For tuition fees for the 2025-2026 school year, thoroughly disseminate to public preschools and general education institutions for the following contents: Exemption from tuition fees for preschool children, general education students, and students of general education programs in public educational institutions according to Articles 15 and 16 of Decree No. 238/2025.
Regarding tuition exemption and reduction policies, study cost support and tuition support: Implement tuition exemption and reduction policies, study cost support and tuition support in a full and timely manner.
In particular, it is noted that preschool children and high school students do not have to submit applications for tuition exemption or tuition support. Strengthen the settlement of administrative procedures through exploiting existing electronic data in the National Population Database and other specialized databases through the public service portal to create maximum convenience for learners.
