Decree No. 179/2026/ND-CP stipulates scholarship policies for learners of basic sciences, key techniques and strategic technology. The Decree takes effect from July 15, 2026 and applies to enrollment subjects from 2025 onwards; the time of scholarship is calculated from September 1, 2026.
According to the Decree, training programs entitled to scholarship policies include talent training programs; training programs on semiconductor microchips; training programs belonging to basic science, key engineering and strategic technology groups.
Currently, many universities have announced lists of majors and training programs eligible for scholarships according to Decree 179 of the Government.
Accordingly, university students in 15 industry groups can receive support of 3.7-5.5 million VND/month, and master's and doctoral degrees can receive 5.5-8.4 million VND/month.
Vietnam Women's Academy
The Vietnam Women's Academy said that the academy is currently training in Information Technology, which applies scholarship policies according to the provisions of Decree No. 179/2026/ND-CP.
The implementation of scholarship policies will contribute to creating favorable conditions for learners, while improving the quality of human resource training to meet the requirements of digital transformation and socio-economic development in the new period" - the Academy assessed.
Phenikaa University
Phenikaa University has also just announced the list of majors/training programs granted government scholarships.
Accordingly, there are 2 training majors/programs for students who are exempt from tuition fees from 5.7 - 7.4 million VND/month, including: Computer Science (CTĐT Talent according to the Government's project); Semiconductor Science and Technology (CTĐT Talent according to the Government's project). For the remaining 28 majors/CTĐT, students are entitled to scholarships of 3.7 million VND/month. Details are as follows:
Assoc. Prof. Dr. Nguyen Phu Khanh - Deputy General Director of Phenikaa University said that for talent programs, candidates must achieve a minimum of 24 points in the high school graduation exam, regardless of registration method.
Students studying these programs will enjoy many support policies such as scholarships, opportunities to participate in scientific research, internships at businesses and laboratories right during their studies.
He noted that this is only the minimum threshold, and the admission score will be higher depending on the level of competition.
