The People's Committee (UBND) of Hanoi City has just issued a document on personnel arrangement when arranging public non-business units in the field of education under the management authority of the Department of Education and Training (GDĐT) and the Commune-level People's Committee.
Standards for appointing principals after school rearrangement
In the Document, the Hanoi City People's Committee guides the principles of arranging and assigning management officials and school officials.
The general principle is that the appointed principal and vice-principal must meet the conditions and standards according to the regulations of the Party, the Government, the regulations of the Ministry of Education and Training, the Hanoi Party Committee, the City People's Committee and other relevant regulations (if any).
For principals, the remaining working time must be sufficient from 36 months or more. In special cases where the working time is 12 months or more, the Standing Committee of the Party Committee shall consider and be responsible for deciding; for the position of head of unit under the Department of Education and Training, the collective leadership of the Department shall consider and be responsible for the content of the proposal and report to the Standing Committee of the Party Committee of the City People's Committee for opinions, the age calculation period is from July 2026.
Regarding specific principles, for principals, the principle of 1 principal/1 school is applied.
The remaining principals (if any) are arranged in adjacent lower-level positions (if conditions are met) or arranged in other positions suitable to task requirements, related standards and conditions, professional qualifications, and strengths of each official.
When developing a personnel plan for appointing principals, priority factors should be considered based on the following criteria:
Having outstanding moral qualities and abilities, having prestige, responsibility, and dedication to work, meeting task requirements in the new situation;
Have a higher professional qualification, suitable for the functions, tasks, and scale of development of the school after arrangement;
Have good management capacity, ability to gather and build united and strong unit organizations; have outstanding achievements in management and professional work;
Have an age appropriate for the structure and construction of a team of management officials in the locality;
Have prospects, have been planned for higher positions, have development potential and direction;
Being assessed as completing tasks well or better in the last 3 years.
When implementing arrangement, for cases of principals who are not assigned to be appointed to the position of principal in the new school, it may be considered to introduce them for appointment to the position of principal or equivalent position elsewhere (if they meet the standards and conditions).
After completing the arrangement of schools, if the locality has a need to consolidate the position of principal or equivalent, cases that have been principals but when arranged are only arranged in the position of vice principal and equivalent will continue to be considered for priority introduction to the position of principal and equivalent if they meet the standards and conditions according to regulations.
Principles for appointing vice principals
For vice principals, after having a head-level plan, other principals and vice principals of merged schools are arranged to be vice principals (in charge of 1 school branch) or arranged for other positions suitable to the requirements of tasks, professional qualifications, capacity, and strengths of officials.
When arranging, it is necessary to review professional qualifications and working capacity to transfer and arrange to other units according to task requirements, capacity and work aptitude of officials. Leaders of other units can be received and appointed in case of lack of deputy heads according to regulations for cases with professional qualifications, work experience as well as capacity, prestige,... immediately meeting task requirements.
