Circular 29/2024 of the Ministry of Education and Training officially took effect from February 14, which stipulates that schools are only allowed to organize extra teaching and learning in schools for 3 groups of subjects: disadvantaged students, excellent students and final year students. At the same time, there is no fee for teaching these 3 groups. This regulation more or less makes parents, final year students of grades 9 and 12 and schools worried.
Mr. Nguyen Quang Tuan, who has a child in grade 12 in District 12, said he is quite worried about the information that the school may not organize review classes. "My child's education is only average, especially in Math, so since the summer of grade 11, I have sent my child to study at an extra teacher in the school, however, since before Tet, this class has stopped because the teacher said it was not allowed, waiting for instructions before continuing teaching. Now if the school does not organize review lessons, I am afraid that my child's exam results will not be good" - Mr. Tuan shared.
Nguyen Huy Khang - a 12th grade student in District 12 - was also worried and thought he was at a disadvantage compared to his previous classmates. The male student said: "This is the first year that students take the graduation exam according to the new education program, the learning, reviewing as well as the exam and admission methods at universities have many changes, so if the school does not organize reviewing, students will have to look for reviewing classes at outside centers with tuition fees much higher than studying at school".
Schools still organize reviews, schools wait for instructions
Mr. Ho Tan Minh - Chief of Office of the Department of Education and Training of Ho Chi Minh City - said that the department is currently issuing a document to collect opinions from departments and branches on the management of extra teaching and learning in Ho Chi Minh City and will soon issue instructions, including content on financial support for teachers to train senior students, disadvantaged students...
During this time, according to Lao Dong, although there are no specific instructions from the department, many schools have proactively planned to teach review for senior students as soon as Circular 29 takes effect.
Ms. Nguyen Thi Hoa Hue - Principal of An Nhon Tay High School (Cu Chi District) said that the school will still organize reviews for grade 12 students every year, except for reviews that will not collect money from students.
"The school is located in a suburban district, the students' academic performance is quite weak, so reviewing before the exam is very necessary. The school has proposed a number of possible options such as paying teachers less than in previous years, or encouraging teachers to review without remuneration, or also being able to encourage some parents with strong finances to sponsor the school's review activities for students..." - Ms. Hue said.
At Binh Chieu High School (Thu Duc City), Ms. Nguyen Thi Thanh - Principal - said that the school plans to still organize review classes for 12 students for about 3 weeks in June.
"Due to the new regulations, there is no fee for learners, so the scale of review classes will be smaller than every year.Accordingly, the school plans to organize some review classes for students with limited knowledge based on the voluntary spirit of learners and parents, not organize them in large numbers like in previous years" - Ms. Thanh shared.
At Thanh Loc High School (District 12), Mr. Luong Van Dinh - Principal of the school - said that the school will wait for specific instructions from the department before making a review plan, because this is quite early, there are nearly 4 months left until the end of the school year. "The school is still teaching the second session of the graduation exam for students, and the review plan will wait for instructions from the department, then the implementation plan will be made" - Mr. Luong Van Dinh said.
On February 7, the Ho Chi Minh City People's Committee issued an official dispatch directing the implementation of Circular No. 29/2024 of the Ministry of Education and Training regulating extra teaching and learning.
