In recent days, many students of the 49th course of Ho Chi Minh City University of Law have expressed on social networks that the military tuition fee of more than 11 million VND/student for the mass and high-quality class system up to more than 22 million VND/student is too high, unreasonable.
Ho Chi Minh City University of Law explains that the school is a public unit that self-insures regular and investment expenses, and is granted financial autonomy according to the decision of the Ministry of Education and Training.
Therefore, the school is allowed to determine the tuition fee collection for training programs on the basis of the economic - technical norms according to the regulations of the Ministry, and to publicly explain to learners and society.
This tuition fee of the school has been made public by the school on the school's electronic information pages and mass media. At the same time, the school has also notified students in advance to register for admission, receive admission papers and complete admission procedures.
Accordingly, the tuition fee collection rate of a credit and modular is determined based on the total tuition fee of the entire course according to the group of majors, training professions and the total number of credits and modulars for the entire course.
Accordingly, the tuition fee for credits/mode is equal to the total tuition fee for the entire course divided by the total number of credits/mode.
The total tuition fee for the entire course is equal to the tuition fee collected per student per month multiplied by 10 months and multiplied by the number of school years, ensuring the principle that the total tuition fee according to the credit of the training program is equal to the maximum of the total tuition fee calculated according to the school year.
Thus, the school builds tuition fees to calculate for one school year and divide them into an average of the number of credits/school year, so the subjects will be collected at the same unit price for credits. This cost is not only for organizing a separate subject but also the total training cost for each school year and the entire course.
Ho Chi Minh City University of Law added that it has organized the 49th course for students to register for professional classes from February 12. In particular, the subject of National Defense and Security Education (including 4 study parts, with 11 credits) is organized for students to register from March 26.
However, in the 2024-2025 school year, students from the 46th to the 49th course will have the same tuition fees per school year or credit, only different in the form of tuition fees.
For students from course 46 to course 48 (enrollment from 2023 onwards), the school implements the method of collecting tuition fees by school year, students pay tuition fees in 2 periods per semester. Therefore, tuition fees for professional subjects and tuition fees for National Defense and Security Education subjects have been paid by students together over the course of the semester and are included in the tuition fees of the school year.
As for the 49th course, it is the first course the school organizes students to register for their credit to study in the semester. And so, the tuition fee will be paid by students according to the number of credits that have been successfully registered for study according to regulations. Accordingly, for the tuition fees organized by the school during the semester (including the National Defense and Security Education section), if students register to study, they must pay tuition fees according to the number of credits for successful study registration.
"This leads to mistaken understanding when registering, thinking that the money is only for National Defense Education and activities related to National Defense Education, which is not true.
To facilitate students to register and pay tuition fees to ensure the correct training progress, the school will adjust the tuition payment period from March 28 to April 18. In case students have difficult circumstances or unexpected difficulties and do not have the conditions to pay tuition fees, they need to contact the school to submit an application for an extension of the tuition fee payment period," Ho Chi Minh City University of Law informed.
