The Government has issued Decree 60/2025/ND-CP amending and supplementing a number of articles of Decree 116/2020/ND-CP, to overcome the situation where pedagogical students are not entitled to or are late in enjoying support policies.
In particular, the state will provide support by allocating estimates according to budget decentralization, eliminating the method of bidding for teacher training. In case the locality has a need for teachers, it can be in the form of assigning tasks (to affiliated teacher training institutions) or ordering from other schools.
Sung Thi Bau - a 3rd year student at Thai Nguyen National University of Education - said that the innovation in tuition support policies and living expenses helps her feel more secure when studying.

"Due to family circumstances, I am always self-sufficient in my expenses when studying at school. I am very happy that there are changes in paying students. Receiving timely support is like a lifeline for me in times when I have not received overtime pay - the female student confided.
Every time she receives support money, Sung Thi Bau will spend a portion of it on daily expenses such as food and accommodation. The female student left a small amount of money to reserve when needed in her studies.
Also receiving support under Decree 116, Nguyen Ngoc Anh - a 2nd year student in the Literature Pedagogy major, Hanoi National University of Education shared: "I think that timely support will help students in their monthly spending. For example, there will not be to contribute rent as before.
Because the school often focuses on paying for fees during Tet or summer vacation, it is quite difficult for female students to allocate spending.
Up to now, when entering the second two-year period, Ngoc Anh has received 2 main support packages with an amount of about 30 million VND. In addition, female students who register for summer school should receive an additional 3 million VND.
"If I receive funding on time according to the supplementary decree, I and my students will feel secure when studying. However, paying periodically will also help students allocate expenses more easily and be able to pay living expenses in a timely manner" - the female student said.
Using most of the support funds to pay for living expenses, Pham Minh Anh - a 3rd year student at the Central University of Art Education - also expressed his excitement at the news of ensuring that students receive support on time.
The female student confided: "Once, I received a double payment, so after 1 year, I received support funds. This makes it quite difficult for me to balance my expenses because I have to pay monthly rent and living expenses.
Every month, Minh Anh has to pay more than 2 million in rent, electricity and water bills. Previously, most of these expenses were paid by female students from money for tuition and extra work.
"If I get paid on time, I will not have to worry about living expenses. From there, you can study comfortably. Therefore, I find the new changes to be very meaningful for pedagogical students" - the female student shared.
According to Minh Anh, most of the students who have received support have decided to follow this career after graduation. Therefore, students are not too affected by the new regulations on paying compensation for expenses.
