On December 14, the Vietnam Higher Education Quality Assurance Network Club (under the Association of Vietnamese Universities and Colleges) coordinated with Hung Vuong University, Ho Chi Minh City to organize the 2024 National Scientific Conference with the theme "Innovation in university governance on the basis of university autonomy associated with quality assurance".
The workshop attracted the participation of more than 150 higher education institutions, with more than 200 delegates attending in person and 200 delegates participating online.
Dr. Tran Viet Anh - Vice Principal in charge of Hung Vuong University, Ho Chi Minh City - said that university governance based on autonomy is not only an inevitable trend, but also an important solution to help universities be flexible and adapt to rapid changes in society, thereby optimizing resources and enhancing competitiveness.
However, to do this effectively, there needs to be a close combination of factors such as: Digital transformation in administration and teaching; Ensuring the quality of education and training; International cooperation and developing training programs towards sustainability; Mobilizing and managing resources in a sustainable manner.
According to Prof. Dr. Nguyen Dinh Duc - Chairman of the Education Quality Assurance Network Club - "University autonomy according to the revised Law on Higher Education in 2018, if implemented well, correctly and fully, can really be compared to "contracting 100" for public higher education institutions. If we know how to take advantage and promote well to resonate and promote strengths and potentials, Vietnamese higher education will develop remarkably in the coming time".
Sharing at the workshop, Dr. Le Viet Khuyen - Vice President of the Association of Vietnamese Universities and Colleges - said that there are currently many different concepts about university autonomy, university autonomy does not mean financial self-sufficiency.
When universities are autonomous, educational institutions must prove that they operate effectively. At this time, the State will invest more in schools, not that university autonomy means cutting regular expenditures and investment expenditures.
Therefore, Mr. Khuyen hopes that delegates attending the workshop will give their opinions on practical aspects and bottlenecks in the policy system... from which they can make recommendations and proposals.
At the workshop, delegates discussed and agreed to propose 4 contents and topics of the club's activities in 2025: Training human resources in high-tech fields in Vietnam; implementing STEM training; Digital transformation and AI application in higher education; Building independent criteria of the club and the Association for accreditation and quality assessment of higher education institutions as well as undergraduate and postgraduate training programs in Vietnam in the context of AI and Industry 4.0 developing rapidly and strongly as today.
