Explaining the trend of eliminating university admission based on high school transcripts

Many universities have completely abandoned the method of considering high school transcripts for admission, while the Ministry of Education and Training (MOET) plans to tighten this admission method.

In recent years, in addition to high school graduation exam scores, many universities have used high school academic results for admission. This option is also chosen by many students to increase their chances of being admitted to universities.

However, since 2025, many universities have eliminated this admission method.

For example, at Ho Chi Minh City National University, from 2025, the school has determined to reduce to 3 university admission methods, including: direct admission, admission based on the results of the school-organized capacity assessment exam, and admission based on high school exam results.

With this decision, schools under Ho Chi Minh City National University are moving towards eliminating the priority admission method based on academic records to ensure fairness and help candidates avoid confusion.

Or at the National Economics University, the 3 admission methods in 2025 will remain stable compared to 2024, including: Direct admission (2%); Combined admission (83%) and Admission based on high school graduation exam results in 2025 (15%, down 3% compared to 2024).

Hanoi University of Science and Technology also does not consider admission based on academic records. The university maintains 3 stable admission methods: Talent selection, thinking assessment test results, and high school graduation exam results.

Similarly, Hanoi Medical University and Ho Chi Minh City University of Law also do not consider admission based on academic records because of concerns about unfairness to candidates.

According to the schools’ explanation, there is a significant difference in the transcript scores between high schools, leading to difficulties in accurately assessing candidates’ abilities. Not to mention, using transcripts as admission criteria can cause unfairness among candidates. Even using transcripts in admission can lead to cheating or score manipulation, affecting the transparency of admissions.

The shortcomings and limitations of the high school transcript admission method have also been mentioned many times by the Ministry of Education and Training. Many experts believe that early high school transcript admission makes many students absent-minded and not pay attention to studying in class in the final stage of high school. This also causes the quota for the high school graduation exam score method to be limited, pushing the benchmark score up very high, creating inequality in the opportunity for candidates to enter good universities.

To overcome the above limitations, the Draft Regulations on University Admissions in 2025 issued by the Ministry of Education and Training requires schools to consider admission based on high school transcripts with a combination of at least three subjects, including Math or Literature with a weight of at least one-third of the total score.

A major or training program can use several subject combinations at the same time. In that case, the total number of subjects in the combinations must have an assessment weight of at least 50% of the total score. At the same time, schools must use the results of the entire 12th grade of the candidates, instead of using the scores of 3-5 semesters as at present.

Thus, schools can use unlimited combinations of admissions, but are bound by the weight of the scores of the subjects. Universities also cannot consider admissions based on academic records and announce the standard scores from March as they are doing now.

Associate Professor Dr. Nguyen Dao Tung - Director of the Academy of Finance - supports the admission based on transcripts that must use the academic results of the entire 12th grade year for the reason: "There are schools that compete in admission by only considering the academic results of students in 5 semesters (the entire 10th, 11th grade and semester 1 of grade 12), so there are students who, after Tet, do not focus on studying in semester 2.

"Through the process of admissions consulting, going to localities and schools, I realized and discussed this problem. We think that competition at university should not cause disruption at the high school level" - Mr. Tung shared.
