Regarding the tasks to be implemented in March, the report of the Ministry of Home Affairs shows that this Ministry will continue to proactively guide and coordinate ministries, branches, and localities to advise competent authorities to remove and resolve difficulties and obstacles when operating the 2-level local government model.
This is to create a foundation and promote motivation for local authorities to achieve socio-economic development goals and build local governance models.
Next, the Ministry of Home Affairs will advise competent authorities to direct ministries, ministerial-level agencies, agencies under the Government, and localities to continue to review and improve their functions, tasks, powers, and working relationships.
These agencies will proceed to arrange and consolidate the organizational structure, administrative organization, and public non-business units to ensure streamlining, effective and efficient operation, reducing intermediate levels, in accordance with the guiding viewpoints of the Politburo and the Central Steering Committee.
According to the Ministry of Home Affairs, the arrangement is associated with streamlining staff, restructuring, and improving the quality of the contingent of cadres and civil servants, meeting the requirements in the new situation.
In March, the Ministry of Home Affairs will also continue to focus on completing and submitting to the Central Steering Committee and the Politburo on the current status of staff management for the period 2022-2026 and proposing staff for the period 2026-2031.
At the same time, it will urge and inspect the review, arrangement, and assignment of cadres, civil servants, and public employees to ensure the correct job positions and meet task requirements. Focus on building documents detailing the implementation of the Law on Public Employees (amended).
As the standing agency for administrative reform of the Government, the Ministry of Home Affairs will help the Government effectively implement the Key State Administrative Reform Plan for the period 2026-2030.
This Ministry also strengthens direction and administration to improve the quality and efficiency of the Ministry's administrative reform work, implement solutions to improve and enhance the Ministry's Administrative Reform Index in 2026 and the following years.
At the same time, the Ministry also strengthens information and propaganda on administrative reform, and continues to implement the Plan to strengthen the capacity of cadres and civil servants to perform this work.
In parallel with the Central Government, provinces and cities have issued specific plans to arrange the organizational structure and streamline staff in the new period.
In addition to ministries and sectors implementing streamlining the apparatus, localities also issue specific plans to arrange and organize internal agencies effectively.
