In which, the content attracting attention is about the operation of local governments at 2 levels. Localities are assigned to continue to direct the review and arrangement of public non-business units to be streamlined, operate effectively, strengthen autonomy, and improve the responsibility of public non-business units.

With this task, in Decision No. 600/KH-UBND, Hanoi City sets a goal to complete the arrangement of administrative agencies and public non-business units in 2026; reduce at least 20% of the staff of cadres and civil servants; organize the arrangement of villages and residential groups; arrange the apparatus, cadres and civil servants at the commune level.

In the administrative reform plan for 2026, Lao Cai province said it will continue to review, arrange, and consolidate the organizational structure, functions, and tasks of state administrative agencies; review and arrange public non-business units in the direction of streamlining, operating effectively and efficiently, in accordance with the guidelines and regulations of the Central Government.

Implement the plan to reduce civil servant payroll, the number of people working and receiving salaries from the state budget in the period 2026-2031 according to the direction of the Central Government, ensuring compliance with the requirements of tasks and practical conditions of Lao Cai province.

Approving the job positions of administrative agencies and public non-business units after arrangement according to regulations and guidance of central ministries and branches; serving as a basis for managing staff, recruiting, using and arranging cadres, civil servants, and public employees.

In Ha Tinh, for high schools, the province is studying schools that do not ensure regulations on the scale of classes and number of students according to current regulations to implement arrangements with secondary schools in the area to ensure convenience for people and students' travel. Because the merger of high schools together causes long distances and difficulties for travel; at the same time, these two levels of education have similar study/lesson time.

For kindergartens, primary schools, and secondary schools: initially, basically keep it as it is now to ensure serving the needs of the people.

Regarding health, merging the Provincial Cadre Health Protection and Care Center into the Provincial General Hospital into a unit directly under the Provincial General Hospital; orienting the construction of the Provincial General Hospital into a hospital reaching a specialized level. The Provincial General Hospital currently has the Department of Internal Medicine A - Geriatrics performing geriatric examination and treatment tasks.

Establish 69 health stations, which are non-business units directly under the commune-level People's Committee on the basis of the current 209 health stations, and organize station points to ensure appropriateness and meet the initial medical examination and treatment requirements for people.

In Decision No. 4280/QD-UBND on the State Administrative Reform Plan for 2026, Nghe An province also clearly stated the implementation of staff streamlining according to regulations; issuing documents to implement regimes and policies for cadres, civil servants, and public employees in arranging the province's organizational structure.

Regarding public service regime reform, implement the restructuring of the contingent of cadres, civil servants, and public employees according to job positions, improve the quality of the contingent; continue to effectively implement the policy of streamlining staff.

According to the plan, Vinh Long province will continue to streamline staff according to the Central Government's roadmap; complete the arrangement and reorganization of agencies and units in the direction of streamlining and operating effectively.
