The Government issued Decision No. 1324/QD-TTg on the implementation of repairing and fully supplementing the signal system at manned level crossings.
The Decision was issued on the basis of the Plan to restore order in road and railway safety corridors for the period 2014-2020.

The Ministry of Transport is fully responsible for information, reporting data, proposals and contents of the draft Decision submitted to the Prime Minister; reviewing and balancing the allocated railway economic operation capital in 2024 to settle payments for completed level crossings and immediately carry out necessary and urgent tasks.
During the implementation process, the Ministry of Transport is responsible for organizing the appraisal and approval of the budget to ensure compliance with legal regulations on cost management, unit prices, and norms; managing the use of allocated funds in accordance with legal regulations; fully repairing and supplementing the signal system at level crossings to be completed in 2025, ensuring savings and efficiency, and preventing negativity and waste.
Previously, the Government Office issued Document No. 350/TB-VPCP dated July 25, 2024 announcing the conclusion of Deputy Prime Minister Tran Hong Ha on the proposal to extend the implementation period of Decision No. 994/QD-TTg dated June 19, 2014 of the Prime Minister on ensuring road and railway traffic safety.
The Deputy Prime Minister directed the Ministry of Finance to preside over and coordinate with the Ministry of Transport and relevant agencies to arrange sufficient funding in 2024 in accordance with legal regulations and complete the repair of all 566 level crossings by 2025 at the latest.
The Ministry of Transport and relevant agencies need to focus on completing 184/566 level crossings.
According to the Prime Minister's Plan to restore order in road and railway safety corridors: Authorities will review and classify road and railway intersections to invest in, renovate, upgrade, and build guarded level crossings in accordance with current regulations; prevent the opening of illegal level crossings, gradually eliminate illegal level crossings that pose a risk of causing traffic accidents; implement planning for a system of fences and access roads for residential roads, and prevent the opening of illegal level crossings across railways...
