On July 31, Bac Ninh Provincial People's Committee organized an online conference to implement Resolution No. 15/2026/NQ-HDND of the Provincial People's Council stipulating support for the construction of commune roads, streets, villages, alleys, and lanes in the province in the period 2026-2030.
Speaking at the opening, Chairman of the Provincial People's Committee Pham Hoang Son emphasized that the development of transport infrastructure has always been identified by the Provincial Party Committee, People's Council, and Provincial People's Committee as one of the breakthroughs, creating motivation for socio-economic development, improving people's lives, and building new rural areas and civilized urban areas.
After implementing the arrangement of administrative units and operating the two-level local government model, the requirement to complete the transportation system at the grassroots level is increasingly urgent.
Commune roads, village roads, alleys, not only serve travel needs but also connect residential areas with administrative centers, production areas, schools, medical facilities and commercial and service hubs.
Although the province has allocated many investment resources, there are still many dirt roads in the area that have not been hardened; many roads have deteriorated, damaged or have narrow road surfaces, not meeting the requirements of goods transportation and the increasingly high development speed of localities.
According to the review, the total length of commune roads, village roads, alleys, and lanes throughout the province is about 14,589 km. Of which, there are 87 km of commune roads, 1,419 km of village roads and 37 km of alleys and lanes that have not been hardened; about 1,970 km of roads have been damaged and degraded, requiring renovation and upgrade.
In the period 2026 - 2030, Bac Ninh province strives to harden, renovate, and upgrade about 4,184 km of commune, street, village, alley, and ward roads in 99 communes and wards. The total estimated cost demand is about 12,634 billion VND, of which the provincial budget supports about 8,880 billion VND.
The Chairman of the Provincial People's Committee affirmed that this is a large-scale program with a wide scope of implementation, directly impacting people's lives.
The policy shows the determination to prioritize resources for essential projects, while continuing to promote the role of the community as the subject according to the motto "State support - People work together".
The Chairman of the Provincial People's Committee requested departments and agencies to urgently complete guiding documents, ensuring unity, synchronization, clear people, clear tasks, clear responsibilities, clear authority, clear time and clear products; not to let loose coordination or administrative procedures hinder progress.
