The Hanoi - Bac Giang expressway, which is frequently congested, will be studied for expansion to 8 lanes according to the PPP method, phased investment in the near future.

Faced with increasing transportation demand and frequent congestion, the Hanoi - Bac Giang expressway is expected to be studied for expansion to 8 lanes under the public-private partnership (PPP) method.

According to the document of the Ministry of Construction, this agency agreed to allow the investor to study an expansion plan for the Hanoi - Bac Giang expressway in accordance with the plan, in order to meet the increasing traffic volume, especially during peak hours.

The Ministry of Construction said that in the immediate future, it may phase out investment on a scale of 6 expressway lanes, and at the same time study expanding to 8 lanes in the next phase. Along with that, it will invest in building new and expanding underpasses; building a system of parallel roads, service roads and people's roads. In which, the locality is responsible for arranging investment funds for parallel roads.

Regarding the investment scope, functional agencies are considering two options. Option 1 is to expand the section from the National Highway 31 intersection to the end of the route with a length of about 45.2km, including 6.97km through Hanoi and 38.23km through Bac Ninh. Option 2 is to expand the section from the National Highway 31 intersection to the Hanoi - Thai Nguyen expressway intersection at Km152+850, about 39.5km long, of which the section through Hanoi is about 1.27km, through Bac Ninh is about 38.23km.

The Ministry of Construction requests Bac Ninh province to act as a competent state agency for the project and soon send a document to the ministry to carry out the task transfer. After being assigned, Bac Ninh province will decide on the form of toll collection according to regulations.

According to the Road Network Plan for the period 2021 - 2030, vision to 2050, the Hanoi - Bac Giang - Lang Son expressway has a length of 153km, with a scale of 6 to 8 lanes. In which, the section from Phu Dong bridge (Hanoi) to Bac Giang, 46km long, is planned to be expanded to 8 lanes.

Currently, the Hanoi - Bac Giang expressway is invested in BOT form, with a total investment of more than 4,100 billion VND, put into operation from April 2016. The route is more than 46km long, with a scale of 4 lanes, a roadbed width of 33 - 34m, and an operating speed of 100km/h.

Previously, a joint venture of enterprises including Van Phu - Invest, Dong Son Infrastructure, Vietnam Import-Export and Construction Corporation, Dai Duong Group and BOT Hanoi - Bac Giang proposed to expand the route. According to the proposal, the initial phase will expand 2 more lanes, increase the scale to 6 expressway lanes, combined with expanding underpasses with a total investment of about 3,660 billion VND.
