The Ninh Binh - Hai Phong expressway construction investment project, the section passing through the old Ninh Binh province, has a total length of 25.3km, passing through Yen Mo, Yen Tu, Khanh Nhac, Khanh Hoi, Khanh Trung, Khanh Thien communes and Yen Thang ward.
The starting point of the project connects to the North-South expressway in the East at the Mai Son intersection, the ending point connects to the Day River overpass in Khanh Thien commune. The road is invested according to expressway standards, with a scale of 4 complete lanes, and a design speed of 120km/h. The total investment is more than 9,100 billion VND from the central budget and provincial budget.
Mr. Nguyen Quang Minh - Deputy Director of Ninh Binh Province Construction Investment Project Management Board No. 1 (project investor) - said that so far the entire 217ha of main route land has been handed over, corresponding to a length of 25.3km, reaching 100%.
The ground for additional service roads has been basically completed, only one location in Yen Tu commune related to the tomb is being completed procedures for relocation. Among the 10 resettlement areas serving the project, 8 areas have been completed, and the remaining 2 areas are continuing to be implemented.
The realized value of the main route construction package reached more than 2,071 billion VND, equivalent to about 50% of the contract value. The entire volume of roadbed sand filling has been completed. The items of roadbed soil filling and weak soil treatment have also carried out most of the volume.
Currently, contractors are simultaneously constructing 12 bridges on the entire route. Out of a total of 19 underpasses, 6 have been completed, 9 are under construction and 4 are waiting for enough time to test cement piles to move to the next construction step.
For the bidding package for traffic safety and lighting systems, bidding has been opened and is being implemented according to plan. In parallel with construction, project adjustment procedures are also being accelerated. In which, the plan to connect the Ninh Binh - Hai Phong expressway with the North - South expressway in the East at the Mai Son intersection has been considered and approved in principle by competent authorities.
The Ministry of Construction has agreed on a design plan to connect and connect the smart transportation system. The Vietnam Road Administration also agreed on a connection plan, design solutions and traffic organization at the Mai Son intersection" - Mr. Minh said.
Regarding disbursement, to date, the project has disbursed more than 4,690 billion VND out of a total of more than 6,824 billion VND of allocated capital. In 2026 alone, accumulated disbursement reached more than 639 billion VND, equivalent to 23.05% of the annual plan. The amount of undisbursed capital is still large, including nearly 1,200 billion VND of central budget capital.
Also according to Mr. Minh, contractors are currently mobilizing about 700 workers with nearly 300 locomotives, deploying 12 construction teams with 3 shifts/day to accelerate the project progress. According to the plan, the project will be completed by the end of 2026. For the completed volume, units are urgently accepting and completing payment procedures, striving to disburse all capital from the Central budget and provincial budget allocated.
