Removing each site bottleneck
At the construction site of the Yen Bai - Lao Cai expansion project, the construction atmosphere is urgent.
The investor - Vietnam Expressway Corporation (VEC) and contractors are mobilizing manpower, machinery, and organizing construction in the spirit of "3 shifts, 4 teams", striving to complete the project in 2026.
However, the implementation process still faces many difficulties due to some locations still facing additional site clearance at intersections and people's service roads.
According to VEC's report, at IC15 intersection (Km165+690), package XL1-NBLC is still facing site clearance issues for 2 households in branch C.
The project also needs to recover additional 2,793m2 of land to build the E branch service road connecting to provincial road 163, 242m long, 5m wide base.
In Chau Que commune, the additional people's service road on the left side of the expressway, section Km171+600 - Km172+240, 751m long, is being prepared by the contractor with machinery to pile soil K95, K90 and pour cement concrete C25.
Before the urgent requirement for progress, VEC has issued an urgent document requesting the People's Committee of Lao Cai province and the authorities of Dong Cuong and Chau Que communes to focus on definitively resolving obstacles and handing over land before September 15, 2026.
Public and transparent dialogue
In Chau Que commune, to create ground for the 751m long service road, in recent days, local officials have directly gone to villages and hamlets to meet and exchange with each household.
Mr. Nguyen Dinh Dang - Head of the Economic Department of Chau Que commune - said that after being propagated and mobilized by the government, Mr. Chu Van Tien's family agreed to hand over the affected land area for the construction unit to implement the project.
The process of determining the boundary of recovery is carried out publicly, combined with meetings in the village to explain specifically the scope of recovery, land use purpose and long-term benefits of the project.
In Dong Cuong commune, where land needs to be recovered to build the road to restore branch E, serving IC15 intersection, local authorities also organized surveys, measurements and worked directly with households.
Mr. Nguyen Xuan Duong - Head of the Economic Department of Dong Cuong commune - said that as soon as there was a plan, local officials directly measured and reviewed each land area.
According to Mr. Duong, the biggest difficulty is that the road affects the area currently cultivated with crops of 7 households.
Therefore, the locality chooses a direct, public, and transparent working plan to both ensure the progress of the project and ensure the legitimate rights of the people.
People agree for the common good
Mr. Chu Van Tien's family, in Khe Phao village, Chau Que commune, has about 200m2 of rice and banana land affected by the people's service road.
After being propagated, mobilized and specifically explained by the government about the scope of recovery, Mr. Tien agreed to hand over the land to serve construction.
In Toan An village, Dong Cuong commune, Ms. Do Thi Loan's family also agreed to hand over the land area within the project scope.
Ms. Loan shared that her family agreed to donate land to serve the expressway expansion project, and hoped that the road would be completed soon so that people could travel and transport goods more conveniently.
Not only resolving an administrative procedure, direct meetings between officials and people have contributed to creating consensus from the grassroots level.
When people clearly understand the goals and benefits of the project and their legitimate rights are guaranteed, the remaining land areas are gradually removed.
Vietnam Expressway Development Investment Corporation emphasized that each meter of site handed over at the right time not only helps the contractor expand the construction area but also contributes to keeping the pace for the entire construction site of the Noi Bai - Lao Cai expressway expansion project.
