According to the announcement of the Government Office issuing the conclusion of Prime Minister Pham Minh Chinh on the expressway sections belonging to the North-South Expressway project in the East in some central and Central Highlands provinces, for the Quang Ngai - Hoai Nhon expressway, the Prime Minister requested the Ministry of Construction to direct investors and relevant units to mobilize all resources, urgently complete acceptance procedures, and put into operation before March 10, 2026.
However, to date, the project has not been put into operation in time on March 10 as directed by Prime Minister Pham Minh Chinh. Mr. Le Thang - Director of Project Management Board 2 (Ministry of Construction) said that the project has not been put into operation in time on March 10 for many reasons.
In which, the top priority when the project is put into operation and exploitation is to ensure traffic safety at the highest level.
In the immediate future, to put the project into operation, the unit is coordinating with the Traffic Police Department and the Vietnam Road Administration to complete related procedures, from the field to the dossier.
We are making efforts to complete as soon as possible the issues that the units have proposed. Only then can the project be put into operation," Mr. Thang said.
According to Mr. Thang, the investor is taking advantage of every day, every hour to coordinate with the Traffic Police Department and the Vietnam Road Administration to soon complete the preparation for operation, ensure smooth operation, and limit the risk of traffic accidents when putting the project into operation.
Mr. Le Thang - Director of Project Management Board 2 said that in addition to completing traffic safety issues, the key point is that the project must complete the installation of intelligent traffic systems (ITS) according to the recommendations of the Traffic Police Department. This is a mandatory requirement of expressway projects to manage, supervise and operate traffic effectively.
I am requesting relevant parties to accelerate the installation of the ITS system. However, this item is in the next bidding category, so it cannot be as fast as the designated bidding items. Meanwhile, according to the direction, the completion of the installation of the smart transportation system must be completed before April 30.
We will complete the procedures, work with relevant parties, and try to complete it to put the project into operation and exploitation in mid-March," Mr. Thang said.
The Quang Ngai - Hoai Nhon expressway started construction in early 2023, passing through Quang Ngai and Gia Lai, is one of 12 component projects of the North-South Expressway in the East phase 2021 - 2025. The expressway is 88 km long, with a total investment of about 20,400 billion VND, designed according to level 120 expressway standards, design speed of 120 km/h; the current phase operates 4 lanes, roadbed width of 17 m.
