On May 25, the Office of the Hanoi People's Committee announced the conclusion of Vice Chairman of the Hanoi People's Committee Duong Duc Tuan on the investment plan to build a road connecting Gia Binh airport in Bac Ninh province with Hanoi in Hanoi.
Accordingly, after listening to the report of the Department of Planning and Architecture, the report of the Department of Finance; the opinions of the delegates attending the meeting, Vice Chairman of the City People's Committee Duong Duc Tuan agreed on the plan of the connecting route from Gia Binh airport to the center of Hanoi (the section in Hanoi) according to the report and proposal of the Department of Planning and Architecture.
Accordingly, a new construction will be built from the connection point with the section of the route in Bac Ninh province across the Duong River and following the Lao Cai - Hanoi - Hai Phong railway line through Trung Mau station and connecting with the intersection between the Hanoi - Lang Son expressway and the Hanoi - Thai Nguyen/Ring Road 3, the route runs in the same direction as the Hanoi - Thai Nguyen/Ring Road 3 expressway and connecting with the Tu Lien bridge approach road to the center of Hanoi Capital at the intersection of the Tu Lien bridge approach road, Ring Road 3 and the Hanoi - Thai Nguyen expressway.
The length of the 14km section in Hanoi does not include the connecting branch section. Of which, the newly built section is about 7km; the next section overlaps the Hanoi - Thai Nguyen/Ring Road 3 expressway by about 7km. The total length of the entire route (Bac Ninh - Hanoi) is about 35.5km.
Agreeing to propose to keep the location of the Lao Cai - Hanoi - Hai Phong railway line and Trung Mau station in the north of the route, propose to adjust the direction of the railway line to the north of the existing Ninh Hiep intersection to facilitate the renovation and design of the new intersection with the principle of ensuring convenient connectivity of the route connecting Gia Binh Airport with bridges across the Red River.
The Hanoi People's Committee assigned the Department of Construction to draft a document of the City People's Committee to the Ministry of Construction to agree on the location of the route with the Lao Cai - Hanoi - Hai Phong railway within the cross-section to ensure connectivity and save land fund.
The City People's Committee assigned the Department of Planning and Architecture to preside over and work with the Department of Construction of Bac Ninh province to agree and propose the establishment of an urban zoning plan, scale 1/2000 on both sides of the route connecting Gia Binh airport in Bac Ninh province with Hanoi capital; report to the City People's Committee for consideration and direction.
Assign the Department of Planning and Architecture to preside over and coordinate with the Institute of Construction Planning, the People's Committee of Gia Lam district and the People's Committee of Dong Anh district to continue reviewing urban development areas along both sides of the road, investment projects that have been and are being implemented, and TOD development areas, and report to the City People's Committee for consideration and direction.
Regarding the investment mechanism, the Department of Finance urgently studies and proactively coordinates closely with specialized agencies of the People's Committee of Bac Ninh province to propose investment mechanisms and plans for the route connecting Gia Binh airport with the center of Hanoi; advise, propose, report and prepare working content of the Hanoi People's Committee and the People's Committee of Bac Ninh province expected in the week of March 25-28, 2025 to synthesize and report to the Prime Minister.
In particular, it is possible to study in the direction that Hanoi City will carry out site clearance for the section of the route in Hanoi City and Bac Ninh Province to carry out site clearance for the section of the route in Bac Ninh Province, propose to choose an investment option to build a route from Gia Binh Airport to the center of Hanoi Capital under the form of public-private partnership (PPP), type of BT contract for the entire route; recommend the Prime Minister to allow the two provinces and cities to sign BT contracts with investors, the BT counterpart land fund is determined according to the investment rate of each section of the route in the two provinces and cities, according to the principle that the investment in construction of the section on the route in each province and city will use land funds on both sides of the road of that province and city.
