On November 19, information from the Traffic Police Department of Bac Ninh Province Police said that at 6:45 a.m. on November 14, 2025, Mr. Le X.Q (born in 1979, residing in Luc Nam, Bac Ninh Province) was driving a passenger car 29B-039.xx and completely encroached on the opposite lane to overcome the crowded traffic.
