Accordingly, Phu Tho voters reflected that the Tuyen Quang - Phu Tho expressway construction project connecting with Noi Bai - Lao Cai expressway is invested by the Tuyen Quang Provincial Traffic Construction Investment Project Management Board; the project will be put into operation from the end of 2023. During the construction process, the investor and construction units used local roads to serve the construction.
However, the repair and construction work to restore local roads has not been thoroughly resolved by the investor and the construction units. Up to now, many roads in Doan Hung district have been severely damaged, sewers and ditches are blocked and cannot drain water... causing flooding and difficulties in the lives and activities of people in the area where Tuyen Quang - Phu Tho expressway passes through.
Voters recommend that the Ministry of Transport direct investors and units participating in construction to inspect and have a solution.
Responding to this issue, the Ministry of Transport said that the project to build the Tuyen Quang - Phu Tho expressway connecting with the Noi Bai - Lao Cai expressway was assigned by the Prime Minister to the People's Committee of Tuyen Quang province as the managing agency, and the People's Committee of Tuyen Quang province assigned the Management Board of Investment Projects for Construction of Traffic Works of Tuyen Quang province as the investor.
Regarding the above petition of voters, the Ministry of Transport responded as follows:
Regarding the repair and construction of local roads: According to the report of the Management Board of Investment and Construction Projects of Traffic Works of Tuyen Quang province, during the construction process, the contractor used a number of existing residential roads of 4 communes (Yen Kien, Tieu Son, Minh Tien and Van Du) in Doan Hung district, Phu Tho province to serve the construction.
After completion, the investor and contractors have restored the residential roads in the three communes of Yen Kien, Tieu Son and Minh Tien.
Particularly in Van Du commune, the Project uses inter-commune road (road surface scale is 3m, cement concrete, length 2km) in Tan Thanh area to transport equipment and materials.
Currently, the cement concrete road surface is damaged and cracked with a length of about 700m; however, due to difficulties in site clearance, the Project still has to use the above inter-commune road to complete some sections of the residential access road, so the repair and restoration of the existing road has not been carried out. Immediately after the completion of the residential access road, the investor will direct the contractor to repair and restore the local road as committed.
Regarding damaged sewers and ditches that are blocked and do not drain water: According to the report of the Management Board of Investment and Construction Projects of Traffic Works of Tuyen Quang province, from the end of March 2024 to present, in Phu Tho and Tuyen Quang provinces, there have been heavy and prolonged rains, causing erosion of some slopes, drainage ditches, sewers, and irrigation ditches, affecting people's roads and crop fields...
The investor has directed the contractor to urgently carry out basic repairs to complete after each rain.
To completely resolve this issue, the investor is currently directing the addition of an irrigation canal system to ensure drainage downstream of the culvert works, ensuring that it does not affect adjacent technical infrastructure works as well as the daily life and production of the people.
With the above contents, the Ministry of Transport requests the National Assembly Delegation of Phu Tho province to inform the People's Council and People's Committee of Phu Tho province to coordinate with the People's Committee of Tuyen Quang province to direct relevant agencies and units in the implementation process.
