The People's Committee of Da Nang City has just issued Decision No. 1824/QD-UBND, authorizing the Directors of the Department of Construction and the People's Committees of wards, communes and special zones to carry out the task of organizing traffic on the routes under their management.
According to this decision, authorized units will be responsible for regulating the number of lanes and road sections for each type of vehicle and pedestrian; determining the direction of travel and maximum speed allowed. The division of lanes, traffic flow as well as regulations at intersections and locations connecting to other roads are also within the scope of authorization.
In addition, units also have the right to regulate bypass, overtaking, stopping, parking, picking up and dropping off passengers; limit and permitted load; traffic time. In particular, the temporary suspension of part or all of the route when necessary is also authorized.
Another important task is to fully install a road signaling system, monitor and assess traffic situations to detect black spots, potential accident spots, inadequacies in traffic organization and congestion locations. On that basis, the units will adjust traffic organization, handle limited existence and add appropriate traffic safety signals and works. This decision is expected to bring more initiative and flexibility in traffic management in Da Nang.
