The investor of the Phap Van - Cau Gie expressway expansion project has just proposed to the Ministry of Construction to consider adjusting the route scale from 10–12 lanes to 8–10 lanes due to the emergence of many new factors in traffic planning.
Phuong Thanh Transport Investment and Construction Joint Stock Company said that the enterprise has been approved by the Ministry of Construction to study and prepare a feasibility study for the project to expand the Phap Van - Cau Gie expressway in the form of PPP in Document No. 12129/BXD-CDBVN dated October 23, 2025.
Currently, the enterprise has hired the Transport Engineering Design Inc. (TEDI) to survey and prepare a feasibility study report. However, the implementation process has seen many changes in Hanoi's traffic infrastructure planning, directly affecting vehicle traffic and the scale of the expressway.
According to Phuong Thanh Company, the Phap Van - Cau Gie route currently has 6 lanes, design speed of 100 km/h. Previously, according to the Road Network Plan for the period 2021–2030, vision to 2050 approved in 2021, this route was planned for 8 lanes.
However, in Decision No. 12/QD-TTg dated January 3, 2025, the scale of the route was increased to 10–12 lanes. In which, the Phap Van – Ring Road 4 section is 12 lanes wide, and the Ring Road 4 – Cau Gie section is 10 lanes wide.
The business said that after Hanoi approved the "Overall Plan of the Capital with a 100-year vision", many major traffic routes parallel to the Phap Van - Cau Gie expressway were added and the implementation progress was accelerated.
Notably, the project to expand National Highway 1A section from Dai Co Viet to Cau Gie is about 36.3km long, expected to expand to 16 lanes. The project is implemented in PPP form, striving to open the route in 2027 and complete it in 2030.
Hanoi also plans the Hong River scenic avenue extending to Phu Xuyen with a scale of 8–10 lanes; adding the Ngoc Hoi – Phu Xuyen route with a scale of 6–8 lanes and the southern axis of Hanoi connecting Ha Dong – Phu Xuyen according to the 4-6 lane expressway standard.
Along with that are a series of ring roads and inter-regional roads such as Ring Road 3. 5, Ring Road 4, Ring Road 5, Northwest Expressway - National Highway 5B and inter-regional railway lines, urban railway connecting the Southern Hanoi area.
According to preliminary calculations by the consulting unit after updating the new plans, the traffic volume on the Phap Van - Cau Gie route will decrease compared to previous forecasts. Therefore, the appropriate scale is proposed to be adjusted down to 8-10 lanes.
The Phap Van - Ring Road 4 section is expected to be expanded to 10 lanes; the Ring Road 4 - Cau Gie section will have 8 lanes.
On that basis, Phuong Thanh Company proposed that the Ministry of Construction allow research to adjust the planning of the Phap Van - Cau Gie expressway to be consistent with the new traffic development orientation of the Capital.
