The project of upgrading and expanding National Highway 14B through Da Nang was commenced in November 2023. The project was approved by the Ministry of Transport at Decision No. 1735/QĐ-BGTVT dated December 27, 2022, with a total investment of over VND 788 trillion.
The project starts at Km24+633 (in Hòa Nhơn Commune, Hòa Vang District) and ends at Km32+185 (in Hòa Khương Commune, Hòa Vang District) with a total length of 7.58 km.
Currently, the project is facing a large land acquisition issue. Specifically, the two sides of the old National Highway 14B had previously left a safety buffer zone. However, many years ago, local residents encroached upon the land to build houses. According to regulations, these cases are not eligible for compensation, making it difficult to persuade residents to hand over the land.
On August 6, Mr. Võ Nguyên Chương, Deputy Director of the Department of Natural Resources and Environment of Da Nang, said that the project of upgrading and expanding National Highway 14B in Da Nang was left over from history. This National Highway was built without sidewalks, and at the time of completion in 2005, the road was finished.
"Residents living on both sides of the road have a height difference of 0.5 - 4.0m. Therefore, to access the road, homeowners must fill in the land to raise the foundation, and most of the households on both sides of the road are engaged in business and commerce.
As a result, households have built extensions on the recovered and compensated land of the old 14B and on the safety buffer zone of the transportation to conduct business and commerce" - Mr. Võ Nguyên Chương said.
According to Mr. Võ Nguyên Chương, to resolve this issue, the Department of Natural Resources and Environment of Da Nang has coordinated with the People's Committee of Hòa Vang District and other units to hold a meeting.
Based on the consensus reached at the meeting, the Department of Natural Resources and Environment of Da Nang has reported to the People's Committee of the city and proposed that the People's Committee of the city agree to support the demolition and relocation of assets equivalent to 20% of the value of the assets to be compensated.
