Hanoi proposes to expand the scope of car restrictions over 16 seats during peak hours to reduce congestion, ensure traffic and tourist space in the Old Quarter area.

Hoan Kiem Ward People's Committee, Hanoi City has just proposed to functional agencies to expand the scope of restrictions on cars with more than 16 seats operating during peak hours throughout Hoan Kiem ward.

According to the proposal, the restricted scope is determined according to roads including the Trang Thi - Phung Hung - Hang Dau - Tran Nhat Duat - Tran Quang Khai - Trang Tien - Hang Khay routes back inside.

To serve the needs of picking up and dropping off tourists, Hoan Kiem ward proposes to arrange 4 transfer points on Ba Trieu, Tran Nhat Duat, Tran Quang Khai and Tran Khanh Du streets.

The restricted time is applied daily during peak hours, including the morning from 6am to 9am and the afternoon from 4pm to 7:30pm.

Hoan Kiem Ward People's Committee believes that expanding the limited scope will contribute to organizing synchronous traffic, reducing pressure on the Old Quarter area, Hoan Kiem Lake and adjacent routes. At the same time, this plan still ensures tourism and service activities through a suitable transfer point system.

Previously, from March 1, 2025, Hanoi City piloted banning cars with more than 16 seats from operating during peak hours on some streets in the Old Quarter area and around Hoan Kiem Lake.

According to Hoan Kiem Ward People's Committee, after a period of implementation, the plan to limit cars with more than 16 seats during peak hours has brought positive effects, contributing to reducing traffic pressure, limiting the situation of stopping and parking, picking up and dropping off passengers not in accordance with regulations on narrow streets.

In addition, the pilot program also helps improve traffic safety, urban aesthetics and enhance the quality of tourism space in the central area of the Capital.
